This provision is inadequate
The childminder fails to recognise all potential hazards to children's safety and well- being. This compromises children's welfare. The childminder does not maintain a record of children's hours of attendance consistently. The childminder does not promote children's good health effectively. She does not teach children about basic hygiene. The childminder has a poor understanding of how to support young children's learning. She limits opportunities for children to make choices and to lead their own play. She does not provide effective support to help them develop their early language skills or develop their confidence and self-esteem. This hinders their progress. The childminder fails to use her observations of children and assessment effectively to adapt activities and plan for their next steps in learning. She does not match activities to children's individual learning needs or interests. Self-evaluation is ineffective. The childminder does not ensure that she meets the

Inspection activities
The inspector observed the quality of teaching and assessed the impact this has on children's learning. The inspector spoke with the childminder and children at appropriate times during the inspection, and carried out a joint evaluation of the teaching and learning with the childminder. The inspector viewed the areas of the childminder's home used by children. The inspector looked at relevant documentation, such as policies and children's records. The inspector took account of parents' views.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not identify potential risks to children. She places hot drinks on children's equipment and within easy reach of them and then leaves them unsupervised. This puts children's safety at risk. The childminder does not keep a clear record of children's names and their times of attendance. This means it is unclear which children are attending at any given time. The childminder has a suitable knowledge of child protection procedures. Although she attends training, this does not have a positive impact of the quality of teaching and children's learning. The childminder has failed to address all previously identified weaknesses in her practice. She is not effective in identifying areas to improve.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder fails to support children's learning experiences adequately. She does not plan activities that match correctly to children's stage of development. The childminder does not recognise when these need to be adapted to help children achieve success. She fails to identify when opportunities arise to support different areas of learning, such as mathematical understanding. The childminder has some knowledge of what children need to learn next, but does not use this effectively. Strategies to support children's language are poor. For example, the childminder shows children an image, tells them the word and requires them to repeat this numerous times. She insists that children learn new words but does not consider if these are part of children's experiences or relevant. The childminder does not recognise when children find this difficult and continues to force the learning. In addition, she sits children facing a wall as they eat and does not talk to them.
p.3
Quality of teaching, learning and assessment is inadequate
This has a negative impact on children's sense of belonging, confidence and progress. The childminder interrupts children's play to start a new activity she has chosen, without considering what they would like to do next. This hinders children's learning and restricts their play and exploration.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses identified in safeguarding compromise children's safety and well-being. In addition, the childminder does not promote children's good health well. She does not teach children the importance of washing their hands after toilet routines or before meals. The childminder fails to support children's emotional development effectively. She laughs at children when they are unsuccessful in a task and repeatedly tells them they are wrong. Furthermore, she frequently tells very young children to, 'Pay attention' when a task is too difficult and they lose interest. This has a negative impact on children's self-esteem.
p.3
Outcomes for children are inadequate
Children's overall learning and development experience is poor. Ineffective teaching has a negative impact on the progress that they make. Children are not well prepared for the next steps in their learning or their eventual move to school.
