This compromises her ability to respond to an emergency appropriately.  The childminder does not ensure that she completes a progress check for children aged between two and three years.  The childminder has not developed effective partnerships with parents. She does not share information about children's learning and development effectively. She does not promote a consistent and collaborative approach to children's learning and development in her setting and at home.  Some children do not make sufficient progress in their communication and language

She looked at relevant documentation and evidence of the suitability of all persons living and working on the premises.  The inspector spoke to children during the inspection.  The inspector took account of the views of parents expressed through written feedback provided and discussions during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

The childminder demonstrates a lack of capacity to improve. She has failed to address actions previously set by Ofsted. She has also failed to identify further weaknesses which have a significant impact on children's care, learning and development. Safeguarding is ineffective. The childminder does not have sufficient understanding of how to protect children from harm. She is not aware of the local procedures for reporting concerns about children's welfare, to enable swift action to be taken to protect children at risk of harm. She is not aware of all situations which may be harmful to children, such as when children may be exposed to extreme views or behaviours. The childminder does not hold a current paediatric first-aid certificate. She has not updated her first-aid training, placing children's health and well-being at further risk in the event of an emergency.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not complete the required progress check for children between the ages of two and three years at a time agreed with parents to be the most useful point to do so. She does not keep parents fully informed about their child's progress and about her concerns, including a summary of the check. The childminder does not swiftly address areas where children's development is below typical expectations. She does not place enough focus on helping children to develop their communication and language skills, particularly when she has concerns about these. She does not adapt teaching to children's stages of development. For example, she asks children questions that are not at an appropriate level and to which they do not respond. She does not encourage children to use words to communicate or provide them with opportunities to practise and repeat words to build their range of vocabulary. The childminder shares information with parents

p.4

Quality of teaching, learning and assessment is inadequate

about children's care needs. However, she does not work together with them, and with other professionals as needed, to plan targeted support for children's learning and development.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding, leadership and management mean that children's welfare is not adequately assured. The childminder does not have high enough expectations for children's learning and development, or recognise the importance of working in partnership with parents to support children's learning. However, the childminder responds appropriately to children's care needs. Children build a secure bond to the childminder. She offers them warmth and reassurance. She praises children to promote their sense of self-esteem. She talks to parents about the importance of promoting children's healthy eating and provides children with opportunities to play outdoors.

p.4

Outcomes for children are inadequate

Some children's progress, particularly in communication and language, does not match the levels of progress made by most children. Children do not develop the skills they need to communicate effectively, or at a quick enough pace, and gaps in their learning are widening. Children are not supported effectively to become enthusiastic and motivated learners. The activities that they engage in are not challenging enough. Children are not supported sufficiently to build the necessary foundations for future learning so that they progress well in all areas of learning and development.
