This provision is inadequate

 The childminder has a poor knowledge of the Local Safeguarding Children Board reporting procedures and the possible signs and symptoms of abuse. She is not up to date with wider child protection issues.  The childminder is not fully aware of her responsibilities for data protection.  The childminder does not organise available space effectively to ensure children experience an enjoyable and challenging learning environment that meets their individual needs.  The childminder does not access professional development to improve her knowledge and skills. The quality of teaching is poor.  The childminder does not have effective arrangements to evaluate her provision and identify areas that require improvement.  Assessments of the youngest children's progress are not always accurate. The childminder does not use information she gathers about their interests and skills to plan activities that are tailored to their individual learning needs.

p.1

This provision is inadequate

 The childminder does not support the play of the youngest children through positive interactions that promote their engagement and motivate them to learn more.

p.1

It has the following strengths

 The childminder encourages older children to be independent in personal care. They learn to dress themselves. She gives them some responsibility for everyday tasks, such as tidying away their toys. This helps to prepare them for some of the routines they will experience in school.

p.1

 The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector completed a joint evaluation of an activity with the childminder.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.  The inspector took account of the views of parents through written feedback provided.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has a poor knowledge of the Local Safeguarding Children Board procedures and the steps to take to protect children from harm. She does not demonstrate a good understanding of the possible signs and symptoms of abuse. The childminder is also not up to date with wider child protection issues. She is not aware of her responsibilities with regard to data protection and does not implement effective procedures to keep children safe. The childminder does not have effective systems in place to identify weaknesses in her practice and has no plans to enhance her professional development. Children are not provided with quality learning and development experiences that raise their outcomes.

p.4

Quality of teaching, learning and assessment is inadequate

Assessments of development are not always accurate for the youngest children. Planning for them is not focused on their individual learning needs. Consequently, they are not supported to make good progress in all areas. For example, group activities do not take into account children's different skills and abilities. This results in the youngest children not being able to access appropriate resources to support their play. The childminder does not make good use of her available space. Children do not have enough room to explore and investigate. The youngest children do not benefit from good interactions with the childminder. As a result, they do not always engage in purposeful play and lack interest. Partnerships with parents are appropriate. The childminder tells them about what their child has enjoyed so that they can continue with learning at home. When the youngest children go to sleep, the childminder engages in games with older children. The

childminder introduces narratives into their play, based on stories they have read. For example, they pretend to be hungry caterpillars using a green play tunnel.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management place children's health, safety and welfare at risk. Nevertheless, children have daily opportunities to be physically active and play outside in the fresh air. Older children sit together to eat their meals. Children listen to stories that help them to learn about the world around them and other people. Children have opportunities to develop their social skills and build friendships in a wider social group during trips to play centres and the local park.

p.4

Outcomes for children are inadequate

The youngest children are not making enough progress in all areas of learning and development. They are not supported to reach their full potential and achieve the skills they need for their future learning. Nevertheless, older children develop early writing skills and use a range of tools. They begin to develop early mathematical skills. For example, they discuss colours and shapes. Older children show good levels of concentration during adult-led activities.
