p.1

This provision is inadequate

 The childminder lacks sufficient knowledge and understanding of child protection matters, including how to protect children from extreme views or behaviours. In addition, she is not aware of the procedures to follow if an allegation is made against her or a member of the household.  The childminder does not supervise children effectively. Additionally, she fails to minimise hazards in the environment or review incidents to prevent them from recurring. Children's safety is put at risk.  The childminder does not assess or track children's development effectively to identify their stage of development and plan for what they need to learn next to help them make good progress.  Children's hours of attendance are not recorded adequately, as required.  Self-evaluation is weak. The childminder has not identified where there are weaknesses in her practice to enable her to take action to improve the quality of care and learning

p.1

It has the following strengths

 Young children enjoy singing rhymes and are learning to explore musical instruments.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 develop a thorough, up-to-date knowledge and understanding of child protection matters and safeguarding procedures, including the process relating to reporting any allegations, to protect children's welfare effectively 18/09/2017

p.2

Due Date

 ensure children are supervised effectively to keep them safe 31/08/2017  make sure all areas children come into contact with are thoroughly checked and all potential risks and hazards are minimised, indoors and outdoors; and review risk assessments after any incident or accident to ensure suitable steps are taken to prevent these from happening in the future 31/08/2017

p.2

Due Date

 keep and maintain an accurate record of children's hours of attendance at all times 31/08/2017

p.2

Due Date

 make effective use of observations and assessments to obtain a precise understanding of each child's abilities, and use these to plan appropriately challenging learning opportunities to help children make better progress. 18/09/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation effectively to identify all weaknesses and target aspects of practice to rapidly improve outcomes for children.

p.2

Inspection activities

 The inspection was carried out following the risk assessment process.  The inspector spoke to the childminder and children at appropriate times during the inspection.  The inspector went on a tour of the premises to look at parts of the childminder's home used for the care of children.  The inspector looked at a sample of records, including the medication book, training certificates and public liability insurance.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not have sufficient knowledge of the signs and symptoms of abuse to be able to recognise if a child is at risk of harm. Also, she does not have adequate knowledge of the procedure to follow if an allegation is made against her or a member of the household. The childminder does not supervise children adequately or carry out effective risk assessments to identify hazards indoors and outdoors. The childminder does not meet the requirement to keep a record of children's attendance. The childminder holds a valid paediatric first-aid qualification. She is developing partnerships with parents, which helps to support consistency of care for children. The childminder does not evaluate her practice well enough to identify weaknesses and improve the quality of the provision.

p.4

Quality of teaching, learning and assessment requires improvement

The childminder gathers information from parents when children start their placement to find out what children enjoy playing with and their interests to help them settle. The childminder engages with children appropriately and provides opportunities to support children's interests. Young children communicate through single words and gestures and they begin to join in with action songs. However, the childminder does not use her observations of the children effectively to track their achievements and identify and plan for how to move them on in their learning and development. Children enjoy opportunities to take part in activities that enable them to practise and develop their physical skills.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare and safety are compromised. The childminder's procedures for conducting risk assessments are weak. She leaves potentially hazardous household cleaning fluids and trailing flexes within children's reach. In addition, the childminder does not consistently check the security of her premises. The childminder works with parents to help children settle and build relationships with her. She encourages children's health appropriately. For example, she makes sure fresh drinking water is available throughout the day so that children do not get thirsty.

p.4

Outcomes for children require improvement

Children make typical progress given what they knew when they started. However, they do not receive enough support in their next steps of learning to help them make good or better progress. Children gain some skills for their future learning. For example, young children's communication and language skills are developing. They are learning to string words together in a meaningful way. Children learn important social skills, such as sharing their toys and developing relationships with other children.
