A notice restricting the provider from accommodating young people came into force on 6 July 2017. The notice was issued as a result of serious concerns about the ability of the staff team to safeguard young people effectively.

This home was judged requires improvement at the last full inspection.
p.1
and young people since the most recent full inspection
At this interim inspection, the home was ‘not judged’.
p.1
and young people since the most recent full inspection
Since the last inspection, three young people have lived in this home. The staff team were unable to meet their complex needs and failed to keep them safe. Incidents of the young people going missing from the home were widespread, and staff were unable to manage these behaviours effectively.
p.1
and young people since the most recent full inspection
At times, only one young person has lived in the home. Despite this, and a change in the statement of purpose to accommodate female young people only, staff remained unable to protect them. Inspection report children's home: SC363391 2 Leaders and managers failed to manage this home effectively. Failures to protect the young people and provide strong leadership to staff are repeated weaknesses. The home was judged inadequate at one of the two full inspections in 2016. Insufficient action has been taken by the provider to make and sustain the necessary improvements, and to comply with the regulatory framework.
p.1
and young people since the most recent full inspection
No young people have lived in the home since 22 June 2017. At that time, the provider advised Ofsted of its intention to close the home for three to four weeks to review practices and staff training. Ofsted was not satisfied that this allowed sufficient time for the provider to make the necessary improvements. In addition, Ofsted did not have confidence that the staff team and allocated manager had the required capacity to improve the quality of care. A decision was made to issue a notice to restrict accommodation in the home from 6 July 2017.
p.2
and young people since the most recent full inspection
New senior leaders are now in charge. They are reviewing the statement of purpose and functioning of this home, alongside a wider review of the organisation. These reviews are not yet complete. As a result, the provider has advised Ofsted that they do not intend to open this home currently, and that the manager and the staff team have been redeployed.
p.2
and young people since the most recent full inspection
During this inspection, the inspector found that some young people’s records remain in the home. These records are not stored securely.
p.2
and young people since the most recent full inspection
The home continues to remain restricted. Ofsted will undertake monitoring visits to review the progress made by the provider to meet the requirements and actions described in the restriction notice.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
