p.1
This provision is inadequate
The childminder does not demonstrate a suitable understanding of information that needs to be notified to Ofsted. She has failed to notify Ofsted of the employment of a member of staff. She has also not ensured that the necessary information is been submitted to Ofsted to enable all appropriate checks of household members to be carried out. The childminder does not always assess children's level of development accurately. She does not ensure that she plans appropriate support and guidance during play to help children to make good progress. The childminder does not provide enough opportunities for children to learn about the boundaries and routines so that they can understand what the childminder expects.
p.1
It has the following strengths
The childminder's settling-in procedures are effective. The childminder provides photographs of her home and activities, so that parents and carers can share these with their children before they start. Children settle quickly and soon develop confidence within the setting. The childminder forms effective partnerships with parents and carers. She gathers information so that she can meet children's care needs. She shares information about children's learning so that parents and carers can support this at home. The childminder has a sound understanding of partnership working with others. She ensures that parents and carers can share the progress check for children between the ages of two and three years with the health visitor. She explains how she shares relevant information with other settings that children attend.

p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector spoke to the childminder and children at appropriate times during the inspection. The inspector discussed the planning of activities with the childminder. The inspector checked evidence of the suitability of adults living and working on the premises. The inspector discussed the procedures for self-evaluation and the priorities for improvement.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not demonstrate a good enough understanding of the information that she needs to notify Ofsted about. She did not notify Ofsted of the employment of a cleaner. She has failed to ensure that all adults living or working on the premises have submitted the required information to verify their suitability. The childminder has a suitable understanding of child protection issues. She is aware of how to identify and report concerns about children. The childminder ensures that the premises is secure. She takes into account the views of parents and carers and adapts her practice accordingly, for example, altering the way she shares information with them. The childminder makes suitable use of knowledge gained through training, for instance, making use of children's interests to encourage them to participate in activities.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder does not always accurately assess children's stages of development. Where there are no concerns about children's development, she assesses them to be at a much higher level than they actually are. The childminder does not always plan activities well enough to provide appropriate support for children's learning. She does not always interact with children during child-initiated play to guide their learning. The childminder regularly provides singing and story activities. Children recognise and join in with familiar songs. Children regularly draw and write during different activities. They hold writing implements with control to make marks. The childminder discusses how parents and carers can guide children's learning at home and encourages them to share details of home activities and learning.
p.3
Personal development, behaviour and welfare are inadequate
The childminder has failed to ensure that suitability checks on adults living and working on the premises have been completed, which impacts on children's safety. Although the childminder manages children's behaviour appropriately, she does not consistently support children to understand the routines and expectations, for example, at mealtimes. The childminder is very calm and reassuring, for example, when children are upset or tired. She uses techniques such as distraction effectively. Children form good relationships with the childminder and each other. The childminder encourages children's independence, for instance, through the organisation of the space and resources. She provides continual opportunities for children to play outdoors in the fresh air.
p.3
Outcomes for children require improvement
Weaknesses in assessment and support for learning mean that children are not yet making good progress towards the early learning goals. Children show enthusiasm for learning but do not fully engage with activities and sometimes flit between them. However, children do develop some of the skills they need for their future learning. They are confident and comfortable in new situations. They choose resources and move around the environment independently.
