p.1

This provision is inadequate

 Children's welfare is at significant risk. The childminder fails to promote their safety and well-being. She does not maintain adult-to-child ratios and meet space requirements at all times. She does not ensure all documentation is available for inspection, or keep a register of attendance to show when children are present.  The childminder has failed to notify Ofsted of changes to persons living on the premises and has not completed required suitability checks for a new assistant.  The childminder does not identify and minimise risks to children to ensure her premises are safe and healthy for children. This puts children at risk of potential harm. She does not ensure fresh drinking water is accessible to children at all times.  Children do not receive the support they need to help them behave well. The childminder does not help children learn acceptable behaviour and how to manage their emotions or respect others' feelings. She does not take into account children's different

ages and developmental needs when managing behaviour.  The quality of teaching is weak. Children do not receive sufficient challenge in their learning. Children do not make the progress of which they are capable.  The childminder does not reflect on her practice, to monitor children's progress and to ensure children's safety and well-being. Her evaluative skills are ineffective to ensure she meets all requirements, including those relating to the Childcare Register, and improve outcomes for children.

p.1

It has the following strengths

 Children have warm relationships with the childminder and her assistant.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that minimum adult-to-child ratios and space requirements are met at all times 28/08/2017

p.2

Due Date

 maintain an accurate daily record of the names of children being cared for on the premises and their hours of attendance, and clearly show the times the assistants have had sole charge of the children 28/08/2017

p.2

Due Date

 ensure fresh drinking water is available and accessible to children at all times 28/08/2017

p.2

Due Date

 implement robust procedures for vetting to ensure the suitability of adults, including obtaining enhanced Disclose and Barring Service checks for all adults living and working on the premises, and any other person who is likely to have regular contact with the children 20/09/2017

p.2

Due Date

 take all necessary steps to minimise any risks to children's health and safety, indoors and outside 28/08/2017

p.2

Due Date

 develop knowledge and skills to help children understand expectations of acceptable behaviour, including how to manage their feelings and the effects of their actions on others, and ensure that all adults implement effective behaviour management strategies that are age appropriate and suitable for each child's stage of development 20/09/2017

p.2

Due Date

 ensure that all records and certificates are maintained and easily accessible and readily available for inspection, to ensure the safe and efficient management of the setting 28/08/2017

p.2

Due Date

 improve the quality of teaching and assessment so all children experience consistently good teaching and are sufficiently challenged in their learning. 20/09/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation effectively to identify any weaknesses, including any breaches of requirements, and take action to improve the quality of the provision.

p.2

Inspection activities

 This inspection was carried out as a result of risk assessment following information we received about the provider.  The inspector observed the quality of care and teaching during activities and assessed the impact this has on children's well-being and learning.  The inspector held discussions with the childminder, her assistant, parents and children during the inspection.  The inspector checked evidence for the suitability of adults living on the premises.  The inspector looked at evidence of the childminder's qualification and training.

p.3

Effectiveness of the leadership and management is inadequate

The quality of the provision has deteriorated significantly since the last inspection. Safeguarding is not effective. The childminder does not ensure her premises are safe. Children can access an exposed fireplace, early years children use a trampoline manufactured for older children and a rug poses a slipping risk. Required documents are not available for inspection. The childminder was unable to find first-aid certificates for her and one of her assistants, and some children's personal details. The childminder does not keep a register of children's attendance. She does not work within the maximum numbers and ages of children allowed at all times, and does not have the space to accommodate the children safely. The childminder has not informed Ofsted of changes to her household and the employment of all assistants. Self-evaluation is weak to monitor practice and improve outcomes for children. The childminder and her assistant have a good

p.4

understanding of child protection issues and procedures to follow if they have a concern. The childminder has supported her assistant to gain a level 2 qualification.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder observes children's progress, she does not ensure she provides consistently challenging activities, especially for the younger ones. She fails to extend children's interest during activities, for example, when they explore building resources. The childminder does not support the younger children to develop their curiosity or ensure that the older ones do not dominate activities. This leads to a deterioration in children's behaviour. Most children are happy and play with the accessible toys.

p.4

Personal development, behaviour and welfare are inadequate

Poor practices significantly compromise children's health and well-being. The childminder does not ensure their safety at all times or ensure they have access to drinking water. The childminder and her assistant do not always follow good hygiene procedures to reduce the risk of cross-infection. For instance, 12 children use the same towel to dry their hands after using the toilet, a toddler was laid down to sleep on a sofa where the childminder's dog had just been sleeping and the baby changing mat is split. The childminder does not manage children's behaviour consistently, so they learn how to behave around others. However, children are confident in their environment and in the relationships they have with the childminder and her assistant. For example, younger children sat on their knee to read a story and snuggled them when they were tired.

p.4

Outcomes for children are inadequate

Not all children develop good skills that prepare them well enough for the next stage in their learning. Some appear bored and are not always engaged and motivated to learn. They do not learn to concentrate or participate in activities for long periods. Younger children cannot explore safely. Older children have some understanding of mathematical language as they play with construction bricks. Children of all ages enjoy sharing books. However, the weakness in teaching means children are not consistently challenged and engaged in their learning to make good progress.
