p.1
This provision requires improvement. It is not yet good because:
The provider has failed to inform Ofsted of significant changes to the registration of the nursery. This is a breach of requirements. The quality of teaching is inconsistent and does not provide children with an appropriate level of challenge during planned activities. This means children do not make consistently good progress. Leaders' procedures to supervise staff are not embedded in practice. Monitoring of staff's practice is not focused sharply enough on raising the overall quality of teaching to a consistently good level.
p.1
It has the following strengths
The manager is keen to develop the nursery. She has maintained good links with the local authority for support and guidance in evaluating the overall quality of the provision and how it can be developed. Staff build good relationships with children and they get to know them well. They focus well on following their individual routines, particularly babies' routines. This helps them to feel secure at the nursery. Parents are supported to be engaged and involved in their children's learning. They provide positive feedback about the quality of care and opportunities offered to their children. Children who have special educational needs and/or disabilities are well supported.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector had a telephone discussion with the provider and met with the manager. The inspector reviewed evidence of staff suitability and their qualifications, including paediatric first aid. The inspector had a tour of the areas used for childcare purposes. She observed play in the indoor and outdoor areas. The inspector assessed the impact this has on children's learning and development. The inspector spoke with staff and children at appropriate times during the inspection. The inspector met with parents and reviewed their written feedback to take their views into account. The inspector conducted a joint evaluation of practice with the manager.
p.2
Effectiveness of the leadership and management requires improvement
The provider has failed to provide Ofsted with the necessary information to change the nursery's registration. This is a breach of requirements. However, due to the consistency of the staff team, children are not at risk of harm as a result. The arrangements for safeguarding are effective. Staff have a sufficient knowledge and understanding of how to identify and report concerns to help protect children from harm. Leaders have introduced supervision procedures. However, these do not focus sharply enough on evaluating the impact of staff's practice to ensure this is at a consistently good level. Staff are suitably qualified and experienced, however. Many of the staff have been working at the nursery for several years and have engaged in some professional development opportunities, helping to refresh their existing knowledge.
p.3
Quality of teaching, learning and assessment requires improvement
Staff have a good understanding of child development and plan learning experiences which relate to children's interests. However, the planned activities do not provide enough challenge to extend what children already know to help them make better progress. Staff assess children's progress and these assessments are now analysed and monitored by the leadership team. Children who are at risk of falling behind are identified and provided with appropriate interventions. Children who have special educational needs and/or disabilities benefit from effective support through partnership working. Babies enjoy exploring with their senses as they feel, taste and smell a sensory model farm activity. Pre-school children listen to familiar stories with interest, as staff use puppets to act these out.
p.3
Personal development, behaviour and welfare require improvement
Children's welfare is sufficiently well promoted. The breach of requirements does not place them at significant risk of harm. Children behave well and respond appropriately to staff. Staff are calm and use clear messages to help children understand their expectations. The key-person system works well in practice. Staff develop good relationships with children and have a secure understanding of children's home lives and cultures. Staff provide appropriate learning experiences to help children learn about the wider world. Children's health is suitably well promoted. They have opportunities to engage in physical exercise in the outdoor area. Staff provide freshly prepared meals and snacks which adhere to children's dietary requirements. Hygiene procedures are followed to minimise the risk of cross-infection.
p.3
Outcomes for children require improvement
Children do not make good enough progress from their starting points. However, they demonstrate some key skills which help to prepare them for their future learning. For example, older children have opportunities to develop independence and self-care skills. They use the bathroom and wash their hands without being prompted. Children enjoy practising their early mathematics skills. For example, they count how many legs a spider has that a member of staff is making out of malleable dough.
