The childminder has not ensured that she and her staff have a good understanding of child protection. She does not know what to do in the event of an allegation being made against herself or staff. The childminder does not undertake risk assessments or manage risks in all areas used by children to assure their safety. Children are not provided with sufficient space or supervised adequately to ensure their safety and that their individual needs are met at all times. The childminder does not implement consistent behaviour management strategies. She does not manage older children's behaviour effectively. This has a negative impact on younger children. The childminder has a poor knowledge of her role and responsibilities. She does not provide effective supervision, coaching or training to help staff gain the appropriate

skills and knowledge. The childminder has not targeted her or her assistant's professional development at improving their knowledge of the legal requirements. Teaching is weak. The childminder does not have a good enough understanding of how children learn to ensure they make good progress. She does not assess their starting points or the progress they make accurately enough. Planning for learning is not based on children's individual development and what they need to learn next.

Inspection activities
We carried out this inspection as a result of a risk assessment, following information we received about the provider. The inspector completed a joint observation with the childminder. The inspector spoke with staff and children during the inspection. The inspector held meetings with the childminder. She looked at relevant documentation and evidence of the suitability of staff working with the childminder. The inspector took account of parents' views through written feedback provided.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has not notified Ofsted about changes to household members in order for suitability checks to be carried out. She has a poor understanding of safeguarding. The childminder does not know the procedure to follow if an allegation of abuse is made against her or her staff. She has not trained her staff to have a good understanding of safeguarding. The childminder is not aware of the reasons that a person could become disqualified, preventing them from caring for children. As a consequence, she is not able to determine her own or her staff's ongoing suitability. Regular risk assessments are not carried out and potential risks to children are not identified, minimised or removed. Hazardous items, such as trailing wires and a dirty mop and bucket, are not kept out of children's reach. The childminder keeps a record of all accidents and any medication that is administered to children. She also keeps a record of

all visitors to her setting. The childminder does not promote her or her staff's professional development. This means there is not enough emphasis on improving outcomes for children. The childminder does not provide children with sufficient space to play and learn to ensure that their individual needs are met. The childminder provides parents with some information about their children's learning and shares ideas about how they can support learning at home. The childminder does not identify and address weaknesses in her practice. This has a negative impact on children's learning experiences and compromises their safety.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not assess children's progress or know where children are in their development. She does not identify next steps in children's learning. The childminder does not plan activities that offer a good level of challenge or meet children's individual learning needs. Her planning does not reflect what children know and can do. Some of the activities organised by the childminder and her staff are beyond children's level of ability and understanding. The childminder and her staff limit children's free-play opportunities. This is because all children are required to take part in structured activities and the whole group is moved from one activity to another, regardless of their age or ability. This severely restricts children's ability to make their own choices and decisions. It also prevents them from being able to develop and extend their own ideas or to pursue their own interests.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not ensure that children's behaviour is managed appropriately. The childminder and her staff do not give children consistent messages about acceptable behaviour. For example, they do not help children to learn how to share and take turns. Staff do not notice when older children are accidently hitting young children with a hoop. This means that their behaviour has an adverse impact on the younger children. Nevertheless, children form bonds with the childminder and her staff. This helps to meet some of their emotional needs. The childminder gathers information from parents about their children's routines, which helps her to meet their care needs.
p.4
Outcomes for children are inadequate
Children's learning is not supported sufficiently because the childminder's teaching practice is poor. Children are not fully supported to build on their existing skills. Children are not helped to develop the skills needed for school.
