This provision is inadequate
The childminder has not implemented an effective safeguarding policy to include procedures to deal with allegations in line with the Local Safeguarding Children Board guidance. This compromises children's safety. The childminder does not maintain an accurate daily record of children's attendance, as required. The childminder fails to complete the required progress check for children aged between two and three years and does not share a written summary of this with parents. The childminder does not hold a current paediatric first-aid certificate. This does not promote children's safety. Children do not make good progress. The childminder does not monitor or assess children's learning effectively from the start or focus on what they need to learn next. The childminder does not develop partnerships with parents or other settings that children attend to ensure that children receive consistency in care and teaching.

Inspection activities
The inspector viewed the areas of the childminder's home used for childminding. The inspector talked to the childminder about the children's development. The inspector examined a selection of documentation, including children's records. The inspector observed the childminder's interactions with the children and discussed their learning.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has a poor understanding of safeguarding matters. She does not implement an appropriate safeguarding policy that is in line with the Local Safeguarding Children Board procedures. The childminder's safeguarding policy does not detail the procedures to follow in the event that an allegation is made against her. She is not aware of her responsibilities to protect children, including in regard to recent government advice and guidance. She is unsure of whom to contact to report a concern about a child. The childminder has not made all of the required improvements identified at the last inspection and significant weaknesses remain. The childminder fails to maintain accurate records of children's hours of attendance, as required. The childminder also fails to establish children's starting points and track their progress to securely plan their next steps for learning. The childminder does not evaluate her practice sufficiently
p.4
Effectiveness of the leadership and management is inadequate
and does not identify where she needs to raise the quality of the provision.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has limited knowledge of how to support children's learning. She does not identify their initial or ongoing stages of development. She fails to identify all gaps in children's learning and take action to close these. The childminder does not plan activities that offer suitable challenge and match children's learning needs. The childminder does not ensure she provides a stimulating learning environment to encourage children to explore. This leads to children wandering around and not being engaged in play. The childminder also fails to provide parents with the required summary of the progress check for children aged between two and three years.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare and safety cannot be assured. Weaknesses in safeguarding have a significant impact on children's personal development and well-being. The childminder does not hold a current paediatric first-aid certificate. The childminder does not share a two-way flow of information with parents or settings that children already attend, to help to continue their learning in all environments. Despite these serious failings, the childminder has a kind nature and children enjoy her company. Children learn to share and be respectful towards each other. The childminder encourages children to adopt healthy lifestyles, for example, as they enjoy fruit snacks and balanced meals.
p.4
Outcomes for children are inadequate
Children do not make good enough progress because there is a lack of targeted, challenging and stimulating activities to support all areas of their learning and development. Consequently, their readiness for the next phase of their learning, including their move to school, is not assured. However, older children are self-motivated and enjoy taking part in activities. They happily play dominoes, learning how to share and take turns. Children confidently talk to adults and make choices in their play. Children have daily opportunities for fresh air and physical play.
