p.1

This provision is inadequate

 Staff do not supervise children effectively or deploy themselves well to ensure that children's care and learning needs are consistently met. They do not successfully risk assess the nursery surroundings to identify and minimise hazards to children's safety.  Staff do not minimise the risk of cross-infection and promote children's good health.  Children do not receive clear guidance about behavioural expectations. Staff fail to manage children's behaviour effectively.  Leaders and staff do not maintain confidentiality to ensure that children's and families' information is kept safe and secure. Self-evaluation is not effective in identifying areas of weakness, including breaches in requirements, and setting targets for improvement.  Leaders do not oversee their staff well. They do not provide them with effective training and support to develop their knowledge and skills. The quality of teaching is weak,

particularly in the baby and toddler rooms.  Staff fail to observe and assess children regularly to identify their individual learning needs and provide the appropriate support to close any gaps in their development.  Staff do not plan activities that are matched to children's individual needs and that support their progress.  Staff do not regularly exchange information about children's learning with parents.

p.1

It has the following strengths

 Pre-school children have opportunities to go for walks in the locality. For example, they visit a nearby park and enjoy using climbing equipment and kicking and catching balls.

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation to identify and target areas of weakness and take effective action to improve the provision, teaching and outcomes for children.

p.2

Inspection activities

 This inspection took place as a result of the risk assessment process.  The inspectors observed the quality of teaching and the impact this has on children's learning and development.  The lead inspector conducted a joint observation with the manager.  The inspectors viewed a range of documentation, including suitability checks and children's records.  The inspectors spoke to parents and children.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Staff do not identify and minimise all hazards in children's surroundings. For example, they fail to identify the risk of leaving a trampoline leaning on its side against a fence. They let doors swing backwards and forwards in the wind as children play, without recognising the risk of one closing on a child. This compromises children's safety and welfare. Staff display documents that include personal information about children and families and fail to maintain confidentiality. Staff understand the signs that would cause them concern about a child's welfare and know how to report these. Leaders follow appropriate procedures to determine the suitability of staff. However, they do not recognise weaknesses in staff's teaching across the setting. They do not provide enough support and training to improve staff's knowledge and skills. Despite staff having attended behaviour management training, they do not manage children's behaviour

appropriately when issues arise. Leaders do not check that staff are using assessment appropriately to identify any emerging gaps in children's development and plan for their progress. Leaders do not evaluate the provision well. They do not accurately identify areas of weakness, including breaches in requirements, and set targets for improvement.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not know how to support children's learning and development effectively. They do not regularly observe and assess children to identify what they need to learn next. They do not plan activities that support children's individual learning effectively. Staff do not recognise the need to support children during activities to extend their learning. Children lack motivation and interest in their learning. Staff do not interact well with children to encourage their communication and language skills. For example, they do not respond to babies' attempts to communicate. They do not consistently talk to children as they play or engage them in conversation. Staff do not successfully involve parents in their children's learning. They do not regularly discuss children's progress or keep records about children's learning up to date. They do not help parents to understand where their children are in their development or share ideas for how parents can support their children at home. Any

complaints from parents are handled appropriately. Staff understand how to work with other professionals to support children who have special educational needs and/or disabilities and provide equality of opportunity.

p.4

Personal development, behaviour and welfare are inadequate

Adult-to-child ratios meet requirements. However, staff do not supervise children's play adequately or deploy themselves well enough to keep children safe and support their care and learning needs. For example, staff in the baby room repeatedly exit the room leaving one member of staff with too many babies. Staff do not respond to babies when they cry. When staff are dealing with an accident, they do not make sure that they continue to supervise the other children. Furthermore, staff ignore children and leave them unoccupied when carrying out routine tasks. This compromises children's safety and development. Staff do not support children's physical health effectively. Staff do not wash their hands between wiping different children's noses and they do not ensure that children wash their hands after throwing mud and before eating. They do not manage children's behaviour effectively or provide them with clear guidance to help them understand how to

behave. Children throw toys and pull and snatch toys off each other.

p.5

Outcomes for children are inadequate

Children are not prepared well for their next stage in learning. They do not learn how to maintain their focus and attention. For example, babies and toddlers are not supported to engage in purposeful play and challenging activities. They wander around and are unsettled. Due to the timing of care routines, some toddlers are unable to take part in adult-led activities, such as singing times.
