This provision is inadequate

 The provider has failed to notify Ofsted of a change of manager.  Staff have insufficient knowledge of safeguarding matters. They do not know which authorities to raise their concerns with and do not know about more recent safeguarding legislation and guidance. p.2

Effectiveness of the leadership and management is inadequate

The provider has failed to notify Ofsted of a change of manager. The arrangements for safeguarding are not effective. Staff are insufficiently trained in child protection matters. For example, they do not know which authorities to contact in the event that the provider does not act upon their concerns. Additionally, staff have not retained information from training to ensure that they understand their responsibilities under 'Prevent' duty guidance. Furthermore, the designated safeguard lead has not attended a relevant child protection course. This means that she is not effectively equipped with the knowledge and understanding of safeguarding matters to advise, guide and support staff. The systems to supervise, train and mentor staff have failed to ensure that they fully understand their roles and responsibilities. Consequently, some staff supervise rather than engage children in meaningful interactions. Despite this, the manager inspires to improve and welcomes

support from the local authority. Staff have positive relationships with parents and exchange relevant information to promote continuity of care.

p.3

Quality of teaching, learning and assessment is inadequate

Some staff lack the ability to engage children in purposeful play. They often adopt a supervisory role and their interactions are weak. Consequently, children lose interest in activities and spend long periods playing alone. Contrary to this, other staff play alongside children and support them to play imaginatively. For example, staff help children to create a restaurant and encourage them to pretend to serve and eat food. Children play cooperatively as part of a group, acting out a narrative and negotiating roles. They enjoy playing football and skilfully kick and dribble the ball. Staff complete observations to help them find out about children's interests. They gather relevant information from schools to build a picture of children's needs and promote consistency of care.

p.3

Personal development, behaviour and welfare are inadequate

Staff are not deployed effectively to ensure that children are adequately supervised and safe at all times. They leave the room to attend to routine tasks and sometimes position themselves badly, so that they are unaware of what children are doing behind them. However, children behave well and are polite and respectful to others. Staff use reward schemes to help children celebrate their achievements and good behaviour. They provide healthy snacks and organise games and activities to encourage children to be physically active. Children are provided with a good selection of toys and resources, which they use to support their play. They are independent and are provided with opportunities to develop self-care skills. For example, children serve themselves snack and tidy away afterwards.
