This provision is inadequate
The childminder's commitment to ongoing development is poor and she fails to meet the legal requirements associated with her provision. She continues to care for too many children, which compromises children's safety. The childminder does not have a secure knowledge of safeguarding procedures. She is unsure of whom she needs to report any concerns about children or allegations to in order to ensure that they are protected. The childminder does not obtain prior written consent from parents for every medicine she administers to children. The childminder has not developed links with other settings that children attend to promote continuity of care and support for their learning. The childminder does not assess children's learning effectively, or involve parents, to track children's development and help them progress in line with their individual needs. The childminder is not aware of the required progress check to be completed for

Inspection activities
The inspector observed the quality of the childminder's teaching as she engaged in activities with children. The inspector engaged with the children as they played. The inspector jointly observed children and engaged in discussions with the childminder at appropriate times during the inspection. The inspector looked at a selection of the childminder's documentation and records. The inspector observed all areas of the home used for childminding, including the outdoor learning environment.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not manage her service adequately to ensure children's safety and well-being, or learning. She does not comply with ratio requirements and continues to care for more children than she is permitted. This was a previous action from her last inspection . In addition, the childminder does not know the correct agency to report to if she has a concern about the welfare of a child in her care, or if an allegation was made against her or a household member. Furthermore, the childminder does not obtain prior written consent from parents to administer medication to children, as required. Her practice has declined since her last inspection and her capacity to improve is not evident. She has not reflected on her practice or developed her skills well enough to meet the previous weaknesses and raise the quality of her provision. In addition, she does not sufficiently understand the requirements of registration.
p.4
Effectiveness of the leadership and management is inadequate
Therefore, she is unable to identify when aspects of her practice does not meet these.
p.4
Quality of teaching, learning and assessment is inadequate
It is unclear where children are at in their development or whether they are making sufficient progress in the different areas of learning. The childminder does not complete assessments of children's ongoing development to provide an accurate overview of where children are in their learning. She is unaware of her responsibility to complete an assessment of children's progress when they are between the ages of two and three years, and to provide parents with a written summary of their children's development. Children's development needs are not accurately targeted. In addition, the childminder does not communicate with other provisions that children attend to ensure children's learning and development are consistently supported. The childminder does not plan the learning environment well or provide children with adequate play experiences that challenge them and support their stages of development. Children do show some interest
p.4
Quality of teaching, learning and assessment is inadequate
in the resources provided. For example, they enjoy completing puzzles and looking at books, and babies enjoy exploring how things work.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses identified in leadership and management have a significant negative impact on children's welfare and development. The childminder does meet some of children's basic care needs appropriately. For example, she provides sufficiently healthy meals and snacks and encourages children to adopt suitable hygiene routines. She provides opportunities for children to play outdoors and engage in physical activities regularly. She promotes positive behaviour and praises children for their efforts, which helps to boost their confidence. The childminder provides parents with some basic information about children's care and daily learning experiences, to keep them informed.
p.4
Outcomes for children are inadequate
Children are not prepared well enough for school. Their learning, safety and well-being are compromised due to significant weaknesses in the childminder's practice. Children do not make good enough progress due to weaknesses in the childminder's teaching.
