This provision is inadequate
The childminder does not identify, remove or minimise hazards in the setting. These compromise the health and safety of the children. This is also a breach of the Childcare Register requirements. The childminder does not observe and assess children's progress accurately. She does not plan activities that take account of children's abilities. Activities do not provide all children with suitable challenge and they do not all make good progress. The childminder does not provide children with healthy, balanced and nutritious meals or drinking water for younger children. This compromises children's health and well- being. This is also a breach of the Childcare Register requirements.
p.1
It has the following strengths
Children choose their own play and learn how to do things for themselves. They are developing independence skills. The childminder helps to foster children's confidence and self-esteem. She praises their achievements, such as when a child pulls up to standing in the setting for the first time. The childminder has procedures to support suitable recruitment of staff. She completes appropriate checks, gathers references and interviews all candidates to help ensure their suitability to work with children.

Inspection activities
The inspector observed the quality of teaching during activities indoors. She assessed the impact this has on children's learning. The inspector completed a joint evaluation of an activity with the childminder. The inspector held a number of discussions with the childminder, her co-childminder and a student. She looked at the children's assessment files, policies and procedures and discussed risk assessment with the childminder. The inspector spoke to children at appropriate times during the inspection. The inspector spoke to parents and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The childminder has not reflected on the quality of her setting since the last inspection to make sufficient improvements. The arrangements for safeguarding are not effective. The childminder does not promote children's health, safety and well-being. She has failed to remove and minimise risks for children in the setting. For example, she leaves pet food, water and litter trays in areas that are accessible to children. Furthermore, the childminder does not protect children from potential hazards in the room where they sleep. They take suitable safety measures for outings. The childminder does not monitor children's progress effectively or plan accurately for each child's learning and development. The childminder understands how to deal with any complaints. For example, she knows how to record concerns and outcomes within the appropriate timescale. The childminder knows how to report any concerns about a child's welfare.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder does not plan activities that match children's abilities or challenge their learning. The childminder introduced early literacy by using picture cards to encourage children to learn letter sounds. However, this activity was too difficult for the children taking part. The childminder fosters children's early language and physical skills. For example, she encourages children to talk about colours and the different marks they make when they explore paint with a variety of tools. The childminder keeps parents informed about their children's activities. She encourages parents to share information from home, such as photographs of activities at the weekend.
p.3
Personal development, behaviour and welfare are inadequate
The childminder does not provide children with healthy, balanced and nutritious meals or fresh drinking water for the younger children. For example, younger children drink juice from a bottle, which compromises their health. The room that the childminder provides for children to sleep in is overcrowded with multiple items, such as a drum kit, dirty washing and resources stacked on shelves above the cots. These pose a significant risk to children's safety. The childminder does not maintain or help children learn about good hygiene practice. For example, animals jump up on tables where children play, they stroke them and children are not reminded to wash their hands. The childminder maintains suitable adult-to-child ratios, including during times when she takes children, or collects them, from school. Children have opportunities to develop their physical skills. For example, the childminder takes them to soft-play centres and to spend time in the park.
p.3
Personal development, behaviour and welfare are inadequate
Children listen to instructions and respond appropriately. They behave well. The childminder shares information about children's development with her co-childminder and students to help them provide children with consistency in their care.
p.3
Outcomes for children require improvement
Not all children make good enough progress during their time in the setting. Some children are working below typical development for their age. Children learn how to cooperate with others and take turns. They enjoy moving their bodies to music as they explore the musical instruments. Children look at books and listen to stories. They develop some skills in preparation for their future learning.
