This provision is inadequate
Children are not safeguarded. The childminder has not ensured that her assistants have a secure understanding of child protection issues. In addition, they do not know the procedure to follow in the event of an allegation being made against themselves or the childminder. The childminder is not diligent enough in her supervision of children. The childminder's assistants are regularly unsupervised by the childminder for more than the permitted two hours a day. The childminder has failed to notify Ofsted of an assistant working directly with children. This means Ofsted has been unable to carry out the necessary checks on this person. Children's health is compromised. Standards of cleanliness and hygiene are not good enough to fully promote young children's health and well-being. There are significant weaknesses and inconsistencies in the quality of teaching and assessment. Planned activities for children under three years are sometimes

inappropriate and children become disengaged. In addition, the childminder does not monitor the practice of her assistants in order to drive improvements. The childminder's assistants do not communicate with children appropriately and behaviour strategies are inappropriate, negative and do not promote children's self- esteem.

It has the following strengths
The childminder has formed close bonds and warm relationships with children.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector held a number of discussions with the childminder and her two assistants. She looked at relevant documentation and evidence of the suitability of persons living and working in the household. The inspector spoke to children during the inspection. The inspector took account of the views of parents through written feedback provided.
p.3
Effectiveness of the leadership and management is inadequate
The childminder's management of her setting is inadequate and there are poor systems for checking the quality of the provision. Safeguarding is not effective. The childminder has failed to ensure that all of her assistants have been appropriately vetted to ensure their suitability to work with children. In addition, she has not ensured that assistants have sufficient understanding of their safeguarding responsibilities. Assistants are unable to identify possible signs of abuse or neglect, including where children may be at risk of harm from extreme behaviours and views. Furthermore, they are unaware of the procedure to follow in the event of an allegation being made against themselves or the childminder. Assistants are not always suitably deployed or supervised. The childminder does not consistently contribute to the supervision of younger children and fully ensure their safety. She spends too much time in the 'pre-school hut' in the garden with older children.
p.4
Effectiveness of the leadership and management is inadequate
Younger children are based in the playrooms inside the childminder's home. They are supervised for the majority of their time at the setting by the childminder's assistants whose practice and knowledge does not ensure children's welfare.
p.4
Quality of teaching, learning and assessment is inadequate
At times, the qualified childminder supports some children's communication and language skills well. She questions children, values their contributions and introduces new vocabulary. This aids children to become confident and motivated to speak. However, the quality of teaching is too inconsistent and assessments are poor. The childminder spends a large proportion of her time focusing her care and attention on pre-school children. Younger children are not sufficiently challenged because the childminder heavily relies on her assistants to provide care and learning for younger children. The childminder does not use information from her observations of children's learning to plan activities which challenge younger children and help them make progress in their learning. For example, the childminder's assistants are responsible for planning and delivering activities for children under three years. They state that they find it difficult to motivate children to join

in with adult-led plans and describe children as disinterested. Assistants do not know how to teach younger children or build on their learning as they play. Activities are sometimes not appropriate and the learning intentions are often ill-matched to the children's needs.
p.4
Personal development, behaviour and welfare are inadequate
There is a suitable exchange of information with parents who express complimentary feedback about the childminder. However, the childminder does not ensure that her assistants have the skills and knowledge they need to promote children's self-esteem and well-being. The childminder's assistants have a poor understanding of how to support children's good behaviour. Their expectations are often unrealistic and explanations to children are mostly negative and unnecessary. In some cases, children are not developmentally ready to do as the childminder's assistants' expect. For example, babies are expected to understand how to share their toys and are called names when they become distressed. This does not support children's emotional well-being or self-esteem. Children have opportunities to develop their physical skills as they enjoy some fresh air in the garden. They are learning how to make some healthy food choices. However, their

good health is not fully promoted because the childminder does not follow appropriate hygiene routines. For example, children wear dressing up clothes that are dirty and stained.
p.5
Outcomes for children are inadequate
Weaknesses in teaching mean that children do not make the best possible progress in their learning. They do not acquire all of the key skills that prepare them well to start school. However, children generally, work within the range of development typical for their ages. Some aspects of their independence are promoted as they learn to put on their shoes and feed themselves. Children are sociable, building early friendships as they play collaboratively.
