This provision is inadequate
The childminder does not implement the requirements of the Statutory Framework for the early years foundation stage. She is not promoting the safety and well-being of children in her care. There are breaches in the requirements to maintain ratios, keep documentation confidentially and to keep registers of attendance and records of accidents. The childminder does not know that she must notify Ofsted of changes to persons living on the premises. The childminder does not use her training, skills or knowledge of how to use observations and assessments effectively to precisely plan suitable and challenging activities. She does not ensure children benefit from her teaching, in order for them to quickly move forward in their learning and development. The childminder does not complete the progress check for children between the ages of two and three years. Therefore, parents are not provided with relevant information to

enable them to fully support their children's learning and development. The childminder does not demonstrate a good enough capacity for improvement. She has failed to reflect on her practice to ensure children's safety and well-being. The childminder does not involve parents sufficiently in assessing what children know, understand and can do when they first start. She does not give parents enough support to guide their children's learning at home.
p.1
It has the following strengths
The childminder is warm and caring towards children, who have formed a secure attachment to her.

Inspection activities
We carried out this inspection as a result of a risk assessment following information we received about the provider. The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector held discussions with the childminder and children during the inspection. The inspector checked evidence for the suitability of some adults living on the premises. The inspector looked at evidence of the childminder's qualification and training.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder has failed to notify Ofsted of changes to persons living on the premises. She does not keep some required documentation on site and has shared this with others who do not have a right to view it. She has attempted to mislead Ofsted in the records she does keep for children and the number of early years children on roll. Although the childminder states she records any accidents which occur to children, this information is not kept on site. Therefore, there is no evidence to show whether this is used to support children's safety. Furthermore, she does not maintain registers of attendance to show when children are present or how many children are present. The childminder does not adhere to required adult-to-child ratios to support children's safety and well-being. The childminder has kept up-to-date with mandatory training, such as first aid and safeguarding. She has sufficient knowledge of

the steps to take should she suspect a child was at risk from abuse. Areas that children have access to are kept safe and secure. The childminder does not evaluate her provision to identify weaknesses in her practice and breaches of requirements.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder is well qualified and has sufficient knowledge for the seven areas of learning. However, she does not use this knowledge to best support children's progress and learning in her setting or to identify accurate next steps. Weaknesses in planning and teaching mean that children are not provided with activities that meet their learning needs. Despite this, children are happy and play with toys accessible to them. They enjoy pressing buttons on toys, listening to the sounds this creates. Babies sit quietly looking through books and babble to themselves with each turn of the page. The childminder talks to children as they play. She names toys they play with and offers some commentary during nappy changing, for example, to aid young children's communication. The childminder does not ensure that she completes the progress check for children aged between two and three years to provide parents with a written assessment of their child's

progress. As a result, she does not ensure there is an opportunity to review children's development with parents, carers and other relevant professionals.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding mean that children's welfare cannot be assured. However, the childminder cares for children sensitively and ensures their physical needs are met well. Children show confidence and security in their surroundings as they move easily between the indoors and outdoors. They show effective coordination as they safely move themselves over steps and around barriers. They show a positive sense of well-being and approach the childminder easily for comfort and support when needed. Children behave well and the childminder reminds them to share and take turns where necessary. The childminder works in partnership with parents to ensure meals offered are healthy and well balanced. However, strategies to encourage parents to share information about their child's initial starting points along with sharing information to support their ongoing learning are not effective.
p.4
Outcomes for children are inadequate
Weaknesses in assessment and teaching, and the planning and delivery of activities mean that children are not making good enough progress. Children's learning is not supported sufficiently. Activities provided do not offer sufficient challenge. Children are not adequately prepared for school or their next steps in learning.
