Outcomes for children Requires improvement

p.1

This provision is inadequate

 The childminder does not supervise children appropriately at all times while they are in her care. This is also a breach of the Childcare Register.  The childminder does not consistently complete the required progress check for children when they are aged between two and three years.  The childminder does not use her observations to identify purposeful next steps in children's learning to help them move on in their development. This has an impact on her ability to tailor activities and plan the learning environment to offer good levels of challenge for some children.  The childminder does not work effectively with other provisions that children attend to provide continuity in meeting their learning needs.  The childminder does not evaluate her practice effectively to raise the quality of her provision or identify aspects of her practice that are not fully meeting the requirements.

p.1

It has the following strengths

 Children are content and settled. They enjoy the warm and close interactions that they share with the childminder, which contributes towards them feeling emotionally secure.  The childminder maintains positive relationships with parents and engages regularly with them.  Following the last inspection, the childminder now provides some opportunities for children to develop an awareness of diversity and people from different backgrounds.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 take all reasonable steps to ensure that children are not exposed to any risks 07/08/2017

p.2

Due Date

 improve the arrangements to assess children's development, including the required two-year-old progress check, to identify their abilities and plan for their future learning 07/08/2017

p.2

Due Date

 improve the range of learning experiences provided to offer further challenge to enable children to build on what they already know and can do and extend their learning further. 07/08/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the effectiveness of partnerships with other provisions children attend to work together more cohesively to support children's learning  implement an effective system for self-evaluation to identify and address weaknesses, including breaches in requirements, to raise the quality of the provision and outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of the interactions between children and the childminder as they engaged in activities in the outdoor learning environment.  The inspector discussed the childminder's practice with her at appropriate times during the inspection.  The inspector took account of parents' views from verbal and written feedback.  The inspector engaged with children at times during the inspection.  The inspector looked at some of the childminder's documentation, including children's records, certificates of qualifications and some written policies and procedures.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. The childminder undertakes some risk assessments of her home but these do not take into account all potentially hazardous activities. The childminder is not consistently vigilant in her supervision of children. She has an up-to-date knowledge of child protection issues and she has clear procedures for reporting any concerns about the welfare of children in her care. The childminder does not evaluate her practice successfully to identify when aspects of her provision do not meet the requirements or to target areas for improvement. The childminder occasionally works with an assistant and she is aware of her responsibility to ensure the assistant understands her policies and procedures.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder provides some suitable learning experiences for children. For example, children have opportunities to explore with sand and water, draw, complete puzzles and build with construction. However, these do not offer high levels of challenge to extend their learning further. In addition, while the childminder observes children's development and progress suitably, she does not make good use of the information gained to plan for children's future learning well. In addition, she has not completed the required two-year progress assessment summary for all children. The assessments that she has completed lack sufficient detail. Furthermore, the childminder does not share information about children's learning with the other provisions they attend in order to work together to support their teaching and care.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in some of the childminder's practices mean that children's safety is not fully assured at all times. However, children are happy and confident in their environment and in the relationships that they have formed with the childminder and her co-childminder. Children interact warmly and behave well. They play cooperatively together, share and take turns with resources. The childminder promotes children's good health appropriately. For example, she encourages them to adopt good hygiene practices through the daily routines. She also provides regular opportunities for children to play outdoors and engage in physical activity. Children display good levels of independence. For example, they feed themselves at mealtimes and pour their own drinks.

p.3

Outcomes for children require improvement

Children are working within the expected levels for their age and are gaining some skills to support their future learning and preparation for school. For example, children show an interest in books, practise their early writing skills and are keen to do things for themselves. However, the weaknesses in the quality of the childminder's teaching mean that children are not consistently challenged to make good progress.
