p.1
This provision requires improvement. It is not yet good because:
Staff do not promote children’s behaviour effectively. They do not teach children ways to manage their feelings and help them to understand the reasons why rules are in place, to help them to develop positive social skills. The quality of teaching varies between the staff. Some staff miss chances to support children’s learning and develop their thinking and language skills effectively. Not all children reach typical levels of development before their move to school. The manager does not evaluate the provision fully to provide consistently good-quality care and learning for children. However, she has met actions since the last inspection.
p.1
It has the following strengths
Staff provide a suitable variety of experiences to motivate and engage children in play and learning. Staff form positive partnerships with parents and children’s new teachers. Staff ensure they share important information with everyone involved with children's care and learning to support continuity in their care and smooth transitions to school. The manager ensures that staff attend training to keep their knowledge and skills up to date. Staff share and implement their learning, which has helped to improve planning for children’s progress. For example, staff plan experiences for children to learn more about nature and improved the environment for those that prefer to learn outdoors.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage the provider must:

improve staff's understanding of behaviour management and to help children to learn the behaviours expected from them to prepare them better for their moves to school 15/09/2017
p.2
Due Date
increase staff's skills and understanding of how to extend children's learning, in particular their communication and language skills, to raise teaching to a consistently good level. 15/09/2017

To further improve the quality of the early years provision the provider should:
p.2
Due Date
use self-evaluation to help to identify all areas that require improvement and act on these promptly to raise the quality of the provision and outcomes for children.
p.2
Inspection activities
The inspector observed children's activities indoors and outdoors. The inspector undertook a joint observation with the manager. The inspector had discussions with the children, staff and the manager. The inspector took account of the views of parents spoken to on the day of the inspection and through written feedback. The inspector looked at a range of relevant documentation relating to safeguarding and staff suitability, as well as policies, procedures and progress records.
p.2
Effectiveness of the leadership and management requires improvement
The manager has actively sought help from other professionals and made suitable progress towards the actions raised in the last inspection. However, the manager's changes have not taken full effect to support all children to make good progress. Safeguarding is effective. The manager ensures that staff have a good understanding of what to do if they have a concern about a child's welfare. She uses appropriate recruitment procedures to check staff's suitability to work with children. She deploys staff adequately to help to keep children safe. The manager has improved her procedures to induct the new staff team to help them understand their roles and responsibilities. She meets with staff regularly to monitor their progress and to identify any further support they might need.
p.3
Quality of teaching, learning and assessment requires improvement
Some staff do not consistently interact with children effectively to support their developing language and thinking skills. For example, some staff ask children lots of questions and tell them the answers, without giving them the time they need to think and answer for themselves. Not all children develop good language skills before they move to school, including those who speak English as an additional language. Since the last inspection, staff have increased the availability of resources so that children can make more choices in their play. They challenge children to make their own shapes and teach them the names of shapes, such as 'semi-circle', which helps to develop their mathematical skills. Staff form close relationships with parents and share suitable information about their child's learning and next stages in development. Parents make positive comments about the setting and state that their children are happy and settled in the pre-school.
p.3
Personal development, behaviour and welfare require improvement
Children explore the environment with confidence. However, they do not all understand how to share and take turns and they do not follow rules, such as 'no running in the room'. Staff do not help children to develop social and emotional skills that are typical before they move to school. Staff help children to begin to learn about the importance of leading a healthy lifestyle. For example, children enjoy spending most of their day playing outside. They challenge their physical skills and use all of their strength to learn to pedal a bicycle. Staff follow their interests by taking some of the sensory activities they have enjoyed indoors into the garden for children to explore.
p.3
Outcomes for children require improvement
Some children do not progress as well in some areas of learning due to variations in the quality of teaching. Nevertheless, all children develop some of the skills they need in readiness for school. For example, they develop independence skills. Children learn to dress themselves and serve their own snacks. They learn to use new tools safely, such as scissors.
