This provision is inadequate

 The childminder has failed to make sufficient progress since her previous inspection and has not met all the actions set to improve her practice. She continues to fail to maintain an accurate record of children's hours of attendance, so this action remains.  The childminder does not support children's physical health effectively. She does not teach them how to follow good hygiene routines and the importance of these.  The childminder does not form effective partnerships with parents to help provide a consistent approach in meeting children's learning and development needs.  The childminder does not know how to use the information from her observations and assessments to plan for children's next stage in learning. Children do not reach their full potential and their progress is poor.  The childminder does not effectively monitor children's progress. She does not know the need to complete a written summary of children's progress between the ages of

two and three years and share this with parents.

p.1

It has the following strengths

Inspection activities

 The inspector observed the quality of teaching and the impact this has on children's learning and development.  The inspector viewed all the premises used for childminding.  The inspector viewed a range of documentation, including the childminder's paediatric first-aid certificate and public liability insurance.  The inspector held discussions with the childminder at appropriate times throughout the inspection.  The inspector spoke with the childminder about children's play, learning and progress.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has a weak understanding of her role and responsibilities. She does not ensure she holds all relevant information regarding children in her care. For example, she does not record who holds parental responsibility. She has failed to identify areas of weakness in her practice, address actions and recommendations from her previous inspection or develop the quality of her provision. Her capacity to improve is weak. Her expectations of children's development is not high enough to support them in their learning. She knows the signs that would cause concern about a child's welfare and the processes to follow.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding of the learning and development requirements. She does not monitor children's progress effectively. For instance, she does not provide parents with a written summary of their child's progress between the ages of two and three years. This does not help her identify any emerging gaps in development early and offer appropriate support. The childminder does not make sufficient use of her observations and assessments to plan for children's next stage in learning. For example, she does not use the information she gathers about children's communication and language skills to extend younger children's vocabulary and develop their speaking skills effectively. The childminder does not form successful partnerships with parents to help provide a consistent approach in meeting children's learning and development needs.

p.3

Personal development, behaviour and welfare are inadequate

The breaches in leadership and management have a significant impact on children's development and well-being. The childminder does not keep an accurate daily record of children's hours of attendance. This does not help her know who was on the premises at any one time and successfully monitor any patterns in attendance. The childminder does not help children to learn about good hygiene routines. For instance, she does not encourage them to wash their hands after feeding animals in the garden or before eating. This does not support their physical health.

p.3

Outcomes for children are inadequate

Children do not make sufficient progress from their starting points due to inconsistencies in monitoring their progress and in planning for their specific needs. For example, they lack adequate opportunities to develop their communication and language skills and to manage their personal hygiene. Children fail to gain the necessary skills for their future learning and their move to nursery or school.
