This provision is inadequate
Children's welfare and safety are significantly compromised. The provider fails to evaluate practice adequately and recognise breaches of requirements. Procedures to ensure that children are not left alone with adults whose suitability has not been confirmed are not effectively implemented. Staff, including those with management responsibilities, do not have a secure understanding of the safeguarding policies and procedures. Staff induction procedures are weak. Some staff have little knowledge of safeguarding issues. This places children's safety and well-being at further risk. The provider does not implement effective recruitment procedures, including maintaining the required checks and records to verify the suitability of staff. The deployment of staff does not meet the needs or ensure the safety of the children at all times, particularly when they are playing outside. Children's attendance is not recorded accurately.
p.1
This provision is inadequate
Systems in place for the monitoring of staff practice are weak. The provider does not ensure that staff have sufficient knowledge and understanding of key aspects of their role to carry out their responsibilities effectively. Staff do not provide activities that build on children's interests, or engage effectively with children during their play.

Inspection activities
The inspector observed the activities indoors and outdoors and the interactions between staff and children. The inspector talked to staff and children at appropriate times during the inspection. The inspector spoke with the manager and provider during the inspection. She looked at relevant documentation and evidence of the suitability of staff working in the club. The inspector spoke to parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider does not follow thorough recruitment procedures to check and ensure the suitability of all staff. Staff whose suitability has not been checked are not supervised appropriately and are, at times, left on their own to care for children. Induction procedures are not effective or monitored appropriately. Staff do not have a secure understanding of safeguarding policies and procedures. Some staff are not able to identify possible signs and symptoms of abuse. They are not aware of the procedure to follow should they have safeguarding concerns about a child or another member of staff. Records of attendance are not accurately maintained, so staff do not have an accurate knowledge of which children are present. Procedures for effective staff supervision are weak. Staff are not equipped with all of the knowledge required to fulfil their roles. They do not benefit from regular coaching and training to enable them to build on their

knowledge and skills. The provider has taken action to address the issues raised at the last inspection. However, they have failed to identify and take swift action to address ongoing weaknesses in the provision and in staff practice.
p.3
Quality of teaching, learning and assessment is inadequate
Weak leadership and management has a negative impact on children's participation and engagement. Staff have a poor knowledge and understanding of how to provide children with activities and experiences that meet their current interests and capabilities. They do not actively involve children in purposeful play. Staff often take a more supervisory role and do not spend time engaging with children in play or conversation. Children have fun spending time with their friends. They play team games, such as football. Staff provide children with some organised activities, including arts and crafts. Staff exchange information with teachers to help complement children's ongoing experiences at the club.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding mean that children's safety and welfare are not assured. Staff deployment is not effective to ensure children are appropriately supervised at all times. Some staff do not have sufficient skills or knowledge to ensure children are kept safe and protected. Children are sometimes left unsupervised when playing outside. For example, some children play at the far edges of the field or in a wooded area, where they are out of sight and hearing of staff. Staff are often preoccupied with doing other things, such as handing out drinks, and do not notice where the children have gone. Children have opportunities to take part in physical activities outside. For example, they practise their coordination and balancing skills on large equipment. Children are offered a range of snacks, such as bagels and fruit. Staff work with parents to provide individual dietary needs. Drinks are readily available, inside and outside.
