p.1

This provision is inadequate

 The childminder has failed to make adequate progress since her last inspection. Breaches to requirements compromise children's welfare and also breach the Childcare Register requirements. The childminder has not provided Ofsted with all required information about every person in the household.  The childminder has not improved her understanding of safeguarding procedures. She does not know what to do if a child arrives with an existing injury. She fails to obtain written parental consent prior to administering medication.  The childminder has not improved her knowledge of the learning and development requirements. Observations are not meaningful and expectations for children not high enough. Ineffective teaching means she is unable to meet children's individual needs.  The childminder has not developed her partnerships for working with other settings children attend so that she can complement their learning. Therefore, she is not

consistent in her planning and this has a negative impact on how children learn.  The childminder fails to use assessment effectively to identify and plan for children's individual interests and abilities. Children are not consistently motivated to play and show limited engagement in activities. Children are not adequately prepared for school.  The childminder does not show enough understanding of what is required when completing the progress checks for children between the ages of two and three years.

p.1

It has the following strengths

 The childminder has positive relationships with children and parents.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

What the setting needs to do to improve further

We will issue a Welfare Requirements Notice requiring the provider to:

p.2

Due Date

 develop knowledge and understanding of matters that must be notified to Ofsted, including providing Ofsted with all relevant information for any person living at the address where childminding takes place so that all suitability checks can be completed 03/08/2017

p.2

Due Date

 improve knowledge of safeguarding matters, to be confident in the identification of all possible signs that a child may be at risk of harm, including what to do should a child arrive at the setting with an existing injury 03/08/2017

p.2

Due Date

 ensure written parental consent is obtained prior to any medication being administered 03/08/2017

p.2

p.2

Due Date

 increase understanding of the learning and development requirements of the early years foundation stage, and use knowledge gained to improve the quality of teaching ensuring observations of children's play and learning are purposeful and used effectively to help all children to reach their individual potential 03/08/2017

p.2

Due Date

 ensure effective partnerships are in place to share children's progress with the other settings they attend, to support continuity in their learning 03/08/2017

p.2

Due Date

 ensure accurate assessments of children's progress result in effective planning for their next steps in learning based on their prior achievements and interests 03/08/2017

p.2

Due Date

 develop a better understanding of assessment, including the completion of progress checks for all children between the ages of two and three years, and provide a written summary of their progress for parents, to help children make good progress and close any gaps in their learning. 03/08/2017

p.2

Inspection activities

 The inspector observed children during their play indoors and during their interactions with the childminder.  The inspector spoke to the childminder about how she has updated her skills and how she has evaluated the progress made since her last inspection.  The inspector discussed with the childminder her aims for children's learning. She asked the childminder how she plans and makes assessments of their progress.  The inspector sampled the childminder's documentation and children's records.  The inspector spoke to a parent to gather her views on the provision. The inspector spoke with children as they played.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has a weak understanding of her role. Self-evaluation is ineffective. The childminder has failed to improve weaknesses in practice since the last inspection, and Ofsted intends to take further action. Safeguarding and welfare requirements are not met and have a significant impact on the safety and well-being of children. The childminder informed Ofsted of a family member returning to the household. Although checks through the Disclosure and Barring Service have been completed, Ofsted has not received further information so it can assess this person's suitability. Safeguarding is ineffective. The childminder does not have appropriate systems to seek parental written consent, as required, prior to administering medication. The childminder does not understand the importance of following procedures relating to incidents that may occur at home or elsewhere, such as a child arriving at the setting with an existing injury. She shows some

awareness of whom to contact if she has a concern about a child in her care. The childminder has reviewed some of her policies, procedures and risk assessments. However, procedures are not consistently adhered to and are therefore not sufficient to safeguard children.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has given limited thought to updating her skills and knowledge, with particular reference to the learning and development requirements. She sought some support from her local authority to guide her practice, but has failed to embed this. She demonstrates an extremely poor knowledge of how to promote children's learning. This has not improved since her last inspection. Although the childminder makes observations, these lack purpose and focus. Her interaction skills are uninspiring and do not engage children. The childminder fails to plan for children's next steps in learning based on their starting points, achievements or interests. Monitoring is poor and children do not make the progress they should. Although parents provide information about their children when attending other settings, the childminder has made insufficient progress to work in partnership with those who share care of the children. This significantly impacts on the

quality and continuity of care and learning. The childminder has limited understanding of the progress check required for children aged two years. She fails to assess and judge the progress children make and identify if any intervention is needed.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in the childminder's understanding of the learning and development requirements significantly impact on children's personal development. The childminder provides a range of toys for children. However, activities are still not stimulating enough to motivate them to learn actively. Children behave well and understand their routines. The childminder supports their physical needs and shows support for younger children, for example, during toilet training. She also helps them to understand one another's differences and abilities. Children show a bond towards the childminder. Parents speak warmly about the childminder and explain that she provides feedback daily and is supportive in helping welfare routines such as potty training, which builds children's independence and self-care skills. However, breaches of the safeguarding and welfare requirements and the childminder's lack of knowledge, compromise children's welfare.

p.4

Outcomes for children are inadequate

While children appear to be content to play, for example, with cars and a garage or with puzzles, they receive limited attention and interaction from the childminder. Play is unimaginative and does help children to learn sufficiently well. Children do not make good enough progress in readiness for the next stages of their learning.
