Inspection report for children‟s home - monitoring visit: SC454647 1 SC454647

p.1

Cambian Childcare Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This is a privately owned children‟s home registered to provide care and accommodation for up to four young people. It specialises in providing a 12-month therapeutic service for young people at risk of child sexual exploitation.

p.1

This monitoring visit

On 3 May 2017, Ofsted completed an unannounced full inspection. The judgement was that the home was inadequate in all areas. There were significant concerns regarding the safety of young people in the home and community, risk assessment and management, an increase in young people‟s risk-taking behaviours, assaults on staff and young people, poor leadership and management and a lack of robust management oversight. Because of these significant concerns, Ofsted issued two compliance notices in relation to safeguarding and leadership and management. The purpose of this monitoring visit was to monitor the registered provider‟s compliance with the notices.

p.1

This monitoring visit

Since the last inspection, one young person has moved out of the home and two young people have remained in placement. The registered provider‟s response to the compliance notices and requirements raised at the last inspection has been positive. Senior managers have provided a robust and proactive response with increased support for staff and the registered manager.

p.1

This monitoring visit

Staff are now working as part of a team and ensuring that the day-to-day care of young people is safe. Fire safety assessments have been reviewed and updated. Staff are now recording and detailing any risks to individual young people and the actions that need to be taken. Risk management plans, health plans and placement plans are comprehensive and now refer to the individual young person, their Inspection report for children‟s home - monitoring visit: SC454647 2 personal histories and their needs. They detail all known areas of risk, including names and addresses of people who the young people should not be having any contact with. Because of clear and thorough risk assessments, staff are more confident and have the strategies to monitor and reduce the risks to each young person. A staff member stated, „Staff now feel empowered to work with the young people and to keep them safe.‟ Health plans and placement plans clearly set out the

aims and objectives of the placements. Staff can now make sure that these are met. Since the last inspection, there have not been any episodes of young people going missing, physical interventions or significant incidents such as smoking cannabis, young people threatening each other or assaults on staff. Young people now live in a home that is promoting their welfare and safety. Consequently, they are being kept safe.

p.2

This monitoring visit

The manager is now monitoring all aspects of the quality of care that young people are receiving in the home. The manager has completed an overhaul of all paperwork to ensure that staff have all the knowledge and strategies that they require to work with the young people both individually and as a group. The manager is also empowering staff to manage young people‟s behaviour through individual supervisions and team meetings. This ensures that the team members are all working together and that the young people are receiving consistent and supportive care from all staff.

p.2

This monitoring visit

The manager is monitoring care on a weekly basis and has a detailed action plan as to how she will be moving the service forward. The action plan in the short term is to ensure that young people feel safe and are safe. The manager has implemented structure and routine for each young person in accordance with their needs and care plan. The manager reviews the action plan and young people‟s plans on a weekly basis and amends them accordingly. This is now providing young people with clearly defined expectations that will enable them to progress and enjoy the experiences provided to them. For example, young people attend education appropriately dressed and at the correct time.

p.2

This monitoring visit

Ofsted set a number of requirements at the last inspection and issued two compliance notices. The service has taken sufficient actions to meet the two compliance notices. The remaining requirements will be monitored at the next inspection. Thus, the judgement of inadequate remains. There have not been any new requirements made as a result of this inspection.
