p.1

This provision is inadequate

 Staff knowledge and understanding of safeguarding are weak. This has a direct impact on the safety of children. They have insufficient knowledge of child protection matters and do not know the procedures to follow if they have a concern about a child’s safety and well-being.  The quality of teaching and the curriculum is inadequate. Children are not challenged in their learning, which leads to low levels of interest and engagement. In addition, not enough is done to challenge the most able children, or to prevent those less able from falling further behind.  The observations and assessments of what children know and can do are inaccurate. As a result, staff are unable to plan activities that meet children’s individual learning needs.  The setting does not work sufficiently well with parents, particularly where there are concerns about a child's development. This hinders the progress children make.

p.1

This provision is inadequate

 Leaders and managers have not sufficiently challenged the inadequate performance of some staff. This has a detrimental impact on children’s care, learning and development.

p.1

It has the following strengths

 Staff are caring towards the children, which helps them feel settled and secure. In turn, children are well mannered and courteous with each other and adults.  All areas of the nursery are secure and staff are rigorous in ensuring the external doors remain locked.

p.3

Effectiveness of the leadership and management is inadequate

The leadership and management of the setting are inadequate. The managers have identified the underperformance of some staff, which has stemmed from poor quality teaching. However, managers have not taken swift action to address these weaknesses, which has a detrimental impact on outcomes for children. Managers have ensured that the security of the setting has vastly improved, and all areas of the nursery are now secure. Managers have invested in training for staff in safeguarding and working with babies. However, the impact of this training is not evident. Safeguarding is not effective. Staff knowledge of safeguarding remains poor and changes have not been implemented to enhance learning opportunities for babies. Managers do not yet have a clear vision of how to implement the required changes to improve the quality of their practice. Managers do not readily accept the importance of extending children's learning into the home

environment, particularly when children are at risk of falling behind in areas such as speech and language.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching, learning and assessment is weak. Children’s development has significantly declined and this weakness has not been identified due to ineffective assessments. This issue is particularly prevalent for children aged between two- and three-years-old. There are also instances of staff assessing that children can do things which they cannot, such as holding a pencil correctly for writing. This means that some children are falling further behind and they are not ready for their transitions to school. Planning for activities to help children progress in their learning is inadequate. Activities are not tailored to the specific needs of children. Consequently, children are often disinterested in activities and wander aimlessly for periods of time with little purpose. Children with speech delay do not receive the support they need as staff are not working closely enough with parents to extend learning to the home environment.

p.4

Personal development, behaviour and welfare are inadequate

Parents do not always have a clear understanding of how their children are progressing in their development. This information is not shared sufficiently well by staff. Children have too few opportunities to learn about the wider world due to weaknesses in the curriculum. Although staff plan activities to help children learn about different festivals they are unable to discuss how these festivals extend children's learning because their subject knowledge is insufficient. As a result, these intended learning experiences have little impact on children’s awareness of others.

p.4

Outcomes for children are inadequate

When children start at the setting not enough is done to establish what children know or can do. This is due to inconsistencies in how well different staff follow the expected settling-in procedure. Staff do not assess children's progress enough, and nor do they accurately monitor children's progress to make sure that children are on track in their learning and development. This results in staff not having sufficiently high expectations of children, meaning that children are not achieving their full potential. Where there are identified gaps in children's learning, not enough is done to close them in a timely manner. For instance, some children who are due to start school in September are unable to focus on tasks for more than a couple of minutes; they cannot hold a pencil correctly and some children are delayed in their speech. Staff do not plan activities that are specifically tailored to help children progress in their learning. Consequently, outcomes for children
