This provision is inadequate
There are significant weaknesses in management that compromise children's welfare. The committee does not ensure that the manager and staff have a secure knowledge of safeguarding procedures to ensure they can follow robust procedures in the event of a concern. This is also a breach to the requirements of the Childcare Register. The committee has failed to follow rigorous recruitment procedures to ensure that the manager and staff are suitable to work with children. It has not ensured that staff are aware of the need to disclose any circumstances that may affect their suitability to work with children. The committee does not provide adequate support to the manager and staff to ensure that they fully understand their roles and responsibilities, to help protect children's welfare and meet children's learning needs more successfully. Staff do not assess, plan and adapt activities effectively, particularly for younger

children, to help them meet children's individual needs, enabling children to move quickly on to the next stage of their learning. Staff miss opportunities to extend older children's learning, to help develop their language and thinking skills, in preparation for their move to school. The committee has not notified Ofsted about changes to the setting's opening days and hours, as required. This is also a breach to the requirements of the Childcare Register.

Inspection activities
The inspector observed activities inside and outside. The inspector held an interview and a joint observation with the manager. The inspector observed interactions between staff and children. The inspector spoke to staff, and to parents and children to gain their views of the setting. The inspector looked at a range of documentation, such as staff suitability checks, children's assessments and safeguarding procedures.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The committee does not ensure the manager and staff are aware of the 'Prevent' duty to protect children from extreme views and behaviour, or ensure they are clear about the procedures to follow to fully protect children if they arrive with existing injuries. They do not know the signs and procedures to follow should they have a child protection concern. The committee does not ensure the suitability of the manager and staff. It does not undertake robust vetting checks or ensure staff understand their responsibility to share any issues that may affect their work with children. It does not support the manager and staff well enough to monitor the quality of teaching, to help them attend training and provide good learning opportunities for children. Assessment and planning processes are not effective so that staff can successfully adapt and extend activities for all children and help them make good progress. The manager is aware of

areas to improve; however, she does not receive the support to make changes. The committee has not notified Ofsted about changes to the setting's opening hours and days.
p.4
Quality of teaching, learning and assessment requires improvement
Staff do not adapt activities successfully and extend children's learning as well as they could. Although there is a wide range of activities, staff do not always adapt these so that younger children can join in and learn, in line with their next steps, meaning, at times, they become frustrated. Older children enjoy group times where they re-tell their 'news', helping to support language skills. However, occasionally, staff do not extend these discussions to help expand children's communication skills further. Older children enjoy playing number games where they learn to count. All children enjoy making characters from a familiar story using a variety of materials. Most children are able to explore different textures and learn the way stories are structured. Staff make frequent observations and assessments, including the required two-year progress check, although children's next steps are not always specific to guide and inform planning.
p.4
Personal development, behaviour and welfare are inadequate
Significant weaknesses to the leadership and management mean that staff do not have a good enough understanding of all child protection issues, including indicators of wider safeguarding concerns, to help ensure children's welfare. Nonetheless, children are happy and confident. They have positive relationships with staff, helping to support their emotional security. All children enjoy playing outside and engage in interactive games to help them develop an awareness of physical health.
p.4
Outcomes for children require improvement
Children do not make the progress of which they are capable. Younger children do not always receive the support they need to build on what they already know and can do, to help them move on to the next stage of their learning. Older children learn how to hear and say initial letter sounds when playing games. However, gaps in the assessment and planning system and the support staff provide do not give children the challenges they need to extend their learning further, in readiness for future learning and school.
