This provision is inadequate
The childminder does not have a secure understanding of her responsibilities to safeguard children. This was a weakness identified at her previous inspection and remains. Risk assessments are not thorough to ensure all potential risks to children are identified and addressed. These are also breaches of the Childcare Register. The childminder does not assess children's progress or plan suitable activities to support their individual development adequately. Required assessments are not undertaken or shared with parents. This means that any gaps in children's development are not identified and addressed. Children do not make adequate progress. The childminder's interaction with children does not help to extend their learning. Children have limited opportunities to be challenged according to their age, and the range of learning experiences the childminder provides to meet their needs is poor. The childminder does not understand the importance of working in partnership with

parents to ensure there is a two-way flow of communication, especially in regard to children's learning and developmental progress. Self-evaluation is not used effectively to make sufficient improvements. Most actions and recommendations set at the last inspection have not been addressed effectively.

Inspection activities
The inspector observed the quality of interactions between the childminder and children. The inspector spoke to the childminder and the children at appropriate times during the inspection. The inspector spoke to the childminder about planning, teaching and learning. The inspector looked at areas of the home used for childminding purposes and the resources accessible for children's use. The inspector looked at the childminder's documentation, including children's records, and policies and procedures shared with parents.
p.3
Effectiveness of the leadership and management is inadequate
The childminder does not manage her service adequately to ensure children's safety and well-being. Safeguarding is ineffective. Since the last inspection, the childminder has attended safeguarding training. However, she does not have sufficient understanding of all the signs that may indicate a concern about a child's welfare, including those who may be at risk of extreme behaviours or views, and does not know the correct child protection reporting procedures. The childminder's capacity to improve is not evident and she has made insufficient improvement since the previous inspection. She does not evaluate her service effectively and has not made good use of support offered by the local authority to bring about improvements. The childminder does not communicate effectively with parents to ensure children's learning and development are consistently supported.
p.4
Quality of teaching, learning and assessment is inadequate
Children do not make sufficient progress in all areas of their development. The childminder does not make effective use of ongoing assessment. She is unaware of her responsibility to complete an assessment of children's progress between the ages of two and three years, and to provide parents with a written summary. The childminder does not plan activities that support children's development adequately. Children show an interest in play they choose and initiate themselves, and leave activities planned and set out by the childminder untouched. The childminder lacks the skills to teach and support individual children. There are many missed opportunities to challenge and extend children's learning. Often the childminder uses the same questions and verbal interactions. For example, she repeatedly asks children to count but does not pay attention to their efforts or take any action to help them when they are incorrect. Children lack opportunities to push their

mathematical learning further than just basic counting, and their vocabulary and language skills are not supported to progress further than responding to directive questioning. Furthermore, they have minimal opportunities to explore creative play and lack opportunities to socialise with other children.
p.4
Personal development, behaviour and welfare are inadequate
The childminder fails to identify all potential risks as medication is stored within children's reach. Following the previous inspection, the childminder has gained an awareness of the correct procedure to follow when asked by parents to administer medication. Children receive adequate levels of adult supervision from the childminder and enjoy the meals she provides. Children are happy for the childminder to watch them play, often calling her over to see what they are doing.
p.4
Outcomes for children are inadequate
Children do not gain the skills they need to help prepare them for moving on to school. The weaknesses in teaching and assessment mean children do not receive appropriate activities and experiences to be challenged in accordance to their age. Although children are generally occupied in self-chosen play, they are not inspired to become enthusiastic or motivated learners.
