Inspection activities
The inspector had a tour of the premises during the inspection. The inspector talked to the children and the childminder at convenient times during the inspection. The inspector observed children's play and evaluated an activity with the childminder. The inspector sought the views from parents through written feedback. The inspector looked at a range of relevant documentation relating to safeguarding, policies and procedures, and learning and development documents.
p.2
Effectiveness of the leadership and management is inadequate
The childminder does not ensure children's safety adequately. She has failed to meet the majority of actions that were set at her last inspection and there are now additional breaches in requirements. Arrangements for safeguarding are ineffective. Since her last inspection, the childminder has failed to carry out suitability checks and notify Ofsted of the people living in her home. Therefore, these weaknesses remain and Ofsted intends to take further action. The childminder does not implement an appropriate safeguarding policy that is in line with the Local Safeguarding Children Board procedures. She does not record children's names, arrival and departure times to help her to monitor children's attendance. She has completed the relevant paediatric first-aid training. However, she does not ensure her first-aid kit has suitable contents that are accessible for any first-aid treatment. The childminder fails to share information with other early years providers to

help to support children's learning effectively. She fails to monitor children's learning to identify any gaps in their development and plan towards their next stages in learning.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not use observations and assessments to monitor children's progress and plan future challenging activities that meet their needs. Her lack of teaching skills limits the rate at which they make progress in readiness for school. Children choose what they want to play with and the childminder sometimes sits and interacts with them as they play. They use their imaginations to build models from construction sets and the childminder asks them some questions to encourage them to share their thoughts.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management do not ensure children's welfare is adequately met at all times. Also, the childminder does not share a two-way flow of information with settings that children move on to, or already attend, to help to continue their learning in all environments. Despite these serious failings, the childminder has a calm nature and children enjoy her company. Children learn to share and be respectful towards each other. The childminder encourages children to adopt healthy lifestyles, for example, as they enjoy fruit snacks and balanced meals. She shares children's daily care needs and activities with parents to keep them informed about children's experiences.
p.3
Outcomes for children are inadequate
Children do not make sufficient progress because of a lack of monitoring and challenging activities to adequately support their individual learning needs. Children do enjoy their time with the childminder and develop some personal skills in readiness for school. For example, they learn to manage their personal care needs and show confidence as they speak to adults and explore the childminder's home.
