p.1
This provision is inadequate
The childminder allows an unvetted adult to have unsupervised access to minded children. She also allows them to have access to confidential information about children. The childminder has not notified Ofsted that her daughter is a regular visitor to her home and is involved in the care of minded children. The childminder does not have a good enough understanding of her responsibility to safeguard children. The childminder has not done enough to improve her weak teaching skills. Her interaction with children is not always purposeful and she interrupts their play unnecessarily. She is not able to accurately identify or plan for what children need to learn next. The childminder's nappy changing procedures are not good enough to ensure that children's good health is maintained.
p.1

Inspection activities
The inspector observed the quality of activities and the impact this has on children's learning. The inspector completed a joint observation with the childminder. The inspector held discussions with the childminder and children during the inspection. The inspector looked at relevant documentation, such as the qualifications held by the childminder and evidence of the suitability of those living on the premises. The inspector took account of the written comments provided by parents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not demonstrate a good enough understanding of her safeguarding responsibilities. She has not made sure that her daughter, who is a regular visitor to her home and helps with the care of minded children, has had suitability checks completed. She allows her daughter to have access to information about children and families. The childminder has not notified Ofsted about her daughter's role as an assistant. The childminder has failed to improve her knowledge, skills and understanding sufficiently since her last inspection. She does not know how to observe and assess children's development. As a result, she is not able to plan and provide activities that help children to progress in their learning. She relies on her daughter to guide her. The childminder does not reflect on her practice well enough. She has not identified where there are significant breaches in requirements. However, the

childminder has completed some mandatory training. The childminder exchanges some information with parents about their child and what they have played with during the day.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder's poor teaching and lack of understanding regarding the assessment of children's abilities means that children are not making sufficient progress. Activities are not challenging enough to help children build further on what they already know and can do. She fails to take account of children's interests to help them learn more. For example, when children show an interest in posting dried pasta through holes, the childminder interrupts and distracts them with other toys. This stops children exploring and extending their own learning and prevents them from persevering in their chosen task. That said, the childminder does provide some activities that she knows the children enjoy, such as using programmable toys. Children press buttons to make sounds and lights flash.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding compromise children's safety. The childminder does not have the knowledge and skills to promote children's good progress in developing personal and social skills. Poor hygiene practice puts children's health at risk. For example, the childminder changes children's dirty nappies directly on the carpet where children play. That said, babies are beginning to develop their large muscle skills. They learn to stand at activities and reach out for toys. The childminder makes sure young children get enough to drink. She helps them to get water from their non-spill bottles. The childminder is patient and calm when settling children. She recognises when they are upset and reassures them with cuddles. She uses soft tones in her voice to comfort them.
p.4
Outcomes for children are inadequate
Children are not supported well enough to make good progress in their learning and development. They are not well prepared for the next stage in their learning. However, the childminder does take them to various activities within the local community. She uses these opportunities appropriately so children do learn to interact with others.
