This provision is good
The leadership and management for the playgroup has improved since the last inspection. The manager has grown more confident in her role and has successfully tackled the areas for development identified at the last inspection. Staff have a good understanding of their role to support children's learning and they, generally, do this well. They engage in children's play to facilitate their learning and identify their interests. They have recently introduced new assessment systems to enable staff to track children's progress more closely. The key-person system is implemented effectively. This helps children to settle in well and begin to form close attachments with staff, which helps them feel safe and secure. Partnerships with parents and other professionals make a strong contribution to promoting consistency in children's care and learning. Parents are encouraged to play an active role in their children's learning and to participate in playgroup activities.
p.1
This provision is good
Children make good progress in their learning, overall, and gain a wide range of skills as they tackle new challenges.
p.1
It is not yet outstanding because:
There are not enough opportunities for children who speak languages other than English to hear or use their home languages within the setting. At times staff miss opportunities to further extend children's understanding of counting and measuring.
p.1
What the setting needs to do to improve further
To further improve the quality of the early years provision the provider should:

Inspection activities
The inspector observed the quality of the teaching in the indoor and outdoor learning environments. The inspector spoke to the manager and staff, and engaged with children at appropriate times during the inspection. The inspector looked at various documents, including staff suitability records, children's files and some written policies and procedures. The inspector completed a joint observation with the provider. The inspector took into account the views of parents spoken to on the day.
p.2
Effectiveness of the leadership and management is good
Safeguarding is effective. All required records and documents to support the smooth running of the setting are available for inspection. The playgroup are currently recruiting for new staff and they have effective systems in place to ensure that any new staff are suitable for their roles. A programme of staff development is becoming established which has supported the manager in improving safeguarding practices. In addition, there are clear procedures in place for reporting any child protection concerns and new staff are made fully aware of this. The manager has a clear vision for future improvements and she is making concerted efforts to achieve this, while improving outcomes for children. Tracking children's progress is at an early stage of implementation but the information gathered is already used to assist in planning future activities.
p.3
Quality of teaching, learning and assessment is good
Staff organise the learning environments well to provide children with a good balance of experiences across the different areas of learning, overall. Resources are organised effectively to encourage children's independence and they move around freely exploring all areas. They enjoy making play dough and exploring with various technologies, including phones, keyboards and calculators. Children enjoy being imaginative, such as when they play made-up games in the home corner and when they play with the small- world resources. In the outdoor environment, they explore the natural world, practise their early writing skills and engage in physical activity. Staff work well with other professionals to support children who have special educational needs and/or disabilities. This has a positive impact on the progress they make.
p.3
Personal development, behaviour and welfare are good
Children are well supported in their social and emotional development. They are encouraged to make independent choices about their play and are becoming independent in meeting their personal needs. They behave well and learn to share, take turns and play cooperatively with others. Children's physical well-being is promoted well. For example, they enjoy nutritious snacks and they have regular opportunities to engage in physical activities inside and outdoors. There are good opportunities, generally, for children to develop an awareness of their own backgrounds and the backgrounds of others.
p.3
Outcomes for children are good
Children make good progress and gain key skills to support their future learning and eventual move to school. Children come from a wide range of cultural backgrounds and most start attending the playgroup speaking little or no English. They make good progress in their acquisition of the language. For example, they learn to express their needs and to talk and engage in discussions.
