This provision is inadequate

 Breaches to the requirements of the Early Years Register and the Childcare Register compromise children's safety and welfare. The provider does not ensure staff identify and take effective steps to minimise risks to children's safety indoors and outside. She does not complete robust recruitment procedures to employ new staff or check staff's ongoing suitability to work with children.  The provider does not ensure staff have up-to-date knowledge and understanding of safeguarding issues relating to the Prevent Duty, to protect children from harm.  The provider does not give the manager, deputy managers and staff the support and training they need to improve their professional skills, knowledge and effectiveness to improve outcomes for children.  Observation and assessment systems are weak. The manager does not effectively monitor or track individual and groups of children's learning and progress to ensure

that staff effectively and regularly observe and assess children's development, to help them make rapid progress. Children do not make adequate progress.  The manager does not ensure that staff plan activities that challenge children and that staff's teaching focuses precisely on what children need to learn next.

p.1

It has the following strengths

She looked at relevant documentation and evidence of the suitability of practitioners working in the nursery.  The inspector spoke to parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider does not ensure that staff check that the premises, equipment and resources are safe for children. For example, managers and staff do not know that flowers growing in the outdoor play area are poisonous. They have not considered the risks to toddlers who eat substances provided for sensory play. There are many hazards in the outdoor area that present a danger to children. The provider does not follow rigorous recruitment procedures that include identity and vetting checks. The provider does not ensure that staff understand their responsibility to disclose any changes to their circumstances that may affect their suitability to work with children. Although the managers and staff know some of the signs that a child may be at risk of harm and the action they must take to protect children, staff do not know about wider safeguarding issues relating to the Prevent Duty. The provider does not ensure that managers, deputy

managers and staff receive regular and ongoing support and training, so that they have the knowledge and skills to effectively promote children's learning and development, recognise weaknesses in their skills and practice, and make continuous improvements in their own professional development. Consequently, they do not know what they must do to improve and why. Managers do not monitor children's development effectively and starting points for learning are not clear. Observation, assessment and planning procedures are not effective to ensure that children make rapid progress from their starting points in line with their capabilities. Managers and staff have not received adequate training to use the online assessment systems effectively. This means they are not clear on the progress children make or what they need to learn next, to provide challenging activities. Managers do not use self-evaluation effectively to recognise and

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not make regular observations of children's progress. Planning for activities does not focus on what children need to learn next. Children do not make the progress they are capable of. For example, pre-school children take part in a painting activity about food. However, staff are unclear of the learning intentions for the activity and the individual learning needs of the children taking part, meaning the teaching lacks purpose and challenge and does not extend children's learning. Nevertheless, some teaching helps to support children's learning. For example, two-year-old children learn to count up to four as part of a regular routine when they go to wash their hands.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in staff's safeguarding knowledge and practice and the inadequate recruitment process have a significant impact on children's safety and welfare. Nevertheless, relationships in the nursery are good. Children are happy and staff devote their time and attention to them. Children learn to follow routines and receive some support to promote their emotional well-being. Although children have some opportunities to be outdoors, the outdoor area is not safe for them to explore and play.

p.4

Outcomes for children are inadequate

Children do not acquire the key skills that prepare them for future learning or starting school. Activities lack challenge. Children occupy themselves in play, but any learning is incidental. Children do not receive the support and challenge they need from staff to make adequate progress.
