Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The provider does not ensure that all fire exits are free from obstruction to consistently maintain the safety of the children being cared for on the premises.  The provider does not ensure that there is clear information available to show that staff are suitable to fulfil their roles to work with children. Some documentation relating to the recruitment and vetting of staff is not available to demonstrate that procedures are followed robustly.  The quality of teaching is not sufficiently stimulating. Children do not benefit from the best possible learning opportunities and the next steps to meet their individual learning needs are not fully addressed.  Staff do not promote children's independence well enough so that they learn how to attend to their personal needs.  The monitoring of staff's practice is not robust enough to raise the quality of teaching to higher levels.

p.1

It has the following strengths

 Children are happy in the pre-school and form strong bonds with their key persons. They develop appropriate social and emotional skills and play well with other children.  Partnerships with parents are strong. Parents praise the staff for the care given to their children. Parents receive regular feedback about children's progress in the pre-school.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 carry out robust risk assessments and ensure fire exits are always kept free from obstruction to maintain the safety of the children at all times 09/06/2017

p.2

Due Date

 ensure records, in particular those relating to recruitment and vetting processes, are available and accessible for inspection 09/06/2017

p.2

Due Date

 plan and provide stimulating learning opportunities to consistently meet children's individual learning needs and take appropriate action when gaps in children's learning are identified. 27/06/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 provide opportunities for children to consistently develop their independence and self- help skills  improve the monitoring of staff's practice to raise the quality of teaching to good levels.

p.2

Inspection activities

 Ofsted carried out this inspection as a result of a risk assessment, following information it received about this provider.  The inspector looked at relevant documentation and evidence of the suitability of all persons working in the pre-school.  The inspector observed the quality of teaching during indoor activities and assessed the impact this has on children's learning. The inspector carried out a joint observation of an activity with the manager.  The inspector held a meeting with the provider and the pre-school manager.  The inspector spoke with staff, children and parents and took account of their views.

p.2

Effectiveness of the leadership and management requires improvement

The arrangements for safeguarding are effective. Staff know what to do should they have any concerns about children in their care. However, the provider does not ensure that all fire exits are free from obstruction so that children's safety is always effectively promoted. Although the provider has appropriate recruitment procedures, relevant records are not available for some staff. All staff hold appropriate qualifications for their roles. Staff have opportunities to discuss their performance. However, the manager does not observe teaching practice well enough to ensure staff make improvements. Staff share information with parents about their child's care and accidents procedures. Staff work effectively with parents to ensure children's care needs are met.

p.3

Quality of teaching, learning and assessment requires improvement

Activities are not sufficiently stimulating and this means children do not have rewarding learning experiences. Although staff encourage older children to contribute to their learning, they do not provide similar opportunities for younger children. Staff do not always use the information from their observations of children's play to plan effectively for further learning. Children's individual learning needs are not met well enough. The manager monitors children's development, but gaps in learning are closing slowly. Parents contribute to the initial assessment of their child's development and they receive regular information about children's progress.

p.3

Personal development, behaviour and welfare require improvement

Children do not have enough opportunities to achieve high levels of personal skills. The organisation of snack time is not managed effectively enough so that children can learn to attend to their personal needs. However, the key-person arrangements support children to form strong relationships. Children's behaviour is generally good. They play well together and learn to share the available resources. Children receive clear messages about healthy eating. They enjoy fresh fruit and drinks of milk and water. Children develop physical skills during play activities indoors and outside.

p.3

Outcomes for children require improvement

Overall, children in all groups, including those in receipt of funded education, are not making good enough progress in their learning. However, children are developing some basic skills for their future learning at school. Children who speak English as an additional language are beginning to build their vocabulary to communicate in two languages. Children have opportunities to listen to stories which they enjoy. Children learn to take turns and share. They enjoy resources that help them to learn about the wider world. They learn to build towers as they stack bricks and develop their small-muscle skills. Children are growing in confidence as they settle and make friends.
