This provision is inadequate

 The childminder does not ensure correct adult-to-child ratios are adhered to at all times to ensure children are well supervised and safe and so their individual needs are met.  The childminder does not ensure that indoor space requirements are met.  The childminder does not take all reasonable steps to prevent unauthorised persons entering the premises and children leaving them unsupervised.  The childminder does not keep a record of the names of the children being cared for on the premises, their hours of attendance and the names of each child's key person.  The high numbers of children cared for means activities are not tailored to meet individual needs, interests, and stage of development.  The childminder does not work successfully in partnership with parents to promote children's learning and development and ensure they are ready for school.

p.1

It has the following strengths

 The childminder knows how to identify and report child protection concerns. She has completed recent training to ensure she is informed of new legislation and procedures.  Good standards of hygiene are maintained to protect children's health.

Inspection activities

 This inspection was carried out as a result of a risk assessment process, following information received by Ofsted.  The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living and working in the household.  The inspector spoke to children, the co-childminder and the assistant during the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. On occasions, the required ratios of adults to children are not maintained. For example, on the day of the inspection there were more early years children being cared for than the childminder's registration allows. Records of attendance are not clear or accurate and do not always show when children are cared for. In addition, the childminder, her co-childminder and the assistant do not organise themselves well enough to ensure that the children are appropriately supervised or occupied. This has a negative impact on how well children's needs are met and their safety assured. For example, babies are left unsupervised while they eat their lunch and children become bored when they wait too long for their meal. The premises are not made secure at all times to prevent unauthorised entry or children leaving the premises unsupervised. Children are put down to sleep directly by the unlocked door and are not within sight of

the childminder at all times. On occasions, older children go unsupervised to and from the bathroom passing the unlocked door. The childminder does not effectively evaluate and monitor her practice to identify all weaknesses in her practice and to ensure compliance with requirements. As a result, the quality of her provision has deteriorated since her last inspection. The childminder talks to her assistant about policies and supervises her in her work. Procedures are in place for the safe use of mobile phones and the childminder monitors to ensure this is complied with. Risk assessments are undertaken to identify and minimise potential dangers in the garden and on outings.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching and learning does not help children to make good enough progress. Some become bored, restless and at times, upset. For example, during a story session with a large group of children, they wander away and are not engaged in meaningful play. Due to the lack of space they are frequently sat at tables which limits their opportunities to initiate their own play and make choices. The number of children cared for also has a negative impact on how well their development is monitored and assessed. This does not help to ensure they make the most progress possible.

p.3

Personal development, behaviour and welfare are inadequate

Too many children are cared for in the available space. This has a negative impact on the quality of care, children's well-being and learning as children are restricted in their play and movement. Children do not receive sufficient individual attention to promote their emotional development. The high number of children present means that individual needs are not met in full. For example, some children are not fully supported at mealtimes. They are sat in high chairs for too long while adults are engaged in other activities. Most children behave well and are polite and friendly. However, due to the weakness in the supervision of children the childminder and her assistant do not see children's occasional negative behaviour. Consequently, they do not deal with it.

p.3

Outcomes for children are inadequate

Children do not make adequate progress in their learning and development to prepare them for school. They do not always consistently engage in challenging, purposeful play and activities.
