She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. The childminder has a poor knowledge of the Local Safeguarding Children Board procedures. She does not know the action to take if she is concerned about a child's welfare or if an allegation of abuse is made against her or other household members. The main entrance door is left unlocked, which means that children's safety is compromised as people can enter the premises unnoticed. The childminder has not taken action to focus her professional development on improving outcomes for children. Partnership working with parents is not effective. The childminder does not complete a summary of children's development between the age of two and three years and share this with parents. She does not identify and address weaknesses in her practice. This has a negative impact on children's learning experiences and compromises their safety.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not assess children's progress. She does not have a good knowledge of where children are in their development. She does not identify next steps in children's learning or provide a good balance of adult-led and child-initiated play. The childminder does not use the knowledge gained from her qualification to best effect. She does not prepare activities that offer a good level of challenge or meet the individual learning needs of children. Children enjoy playing in the water outside. However, the childminder does not make sufficient use of children's experiences to enhance their mathematical understanding and communication and language skills. Parents are not supported to continue their children's learning at home.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management place children's learning, safety and welfare at risk. Nevertheless, children have formed secure emotional relationships with the childminder who offers praise and encouragement to children as they play. Children are learning how to recognise and manage their own feelings and behaviour. They explain they feel shy to other adults. Children take part in routines that help them to develop an understanding of good hygiene. They enjoy healthy food options and the childminder ensures their dietary needs are met.

p.4

Outcomes for children are inadequate

Children's learning is not supported sufficiently because the childminder's teaching practice is poor. They are not fully supported to build on their existing skills. Children are not helped to develop the skills needed for school. Nevertheless, children enjoy pretend play and imitate actions they have seen adults do, such as dressing their baby.
