This provision is inadequate
Some staff do not have an up-to-date knowledge of safeguarding risks to children and the statutory requirements regarding their responsibilities to safeguard their welfare. The daily record of attendance does not accurately show children's hours of attendance. The name of their key person is also not recorded. Records held by the setting of the Disclosure and Barring Service checks on staff do not contain all required information. The provider has not notified Ofsted of changes to operating hours or changes relating to the persons in the provider partnership. Robust checks are not made to ensure that staff and managers retain the knowledge they need to carry out all aspects of their roles to a good standard. Not all records and documents required at inspection are accessible. The range of activities offered to children who prefer to be indoors is too limited during some sessions. The provider does not check with adequate detail that all safeguarding and welfare

Inspection activities
The inspector observed children engaged in routines indoors and activities outside, as well as the quality of interactions between staff and children. The inspector spoke to staff and children at appropriate times during the inspection. She spoke to a small number of parents to gain their views about the setting. The inspector and the manager discussed the activities offered and how staff's performance is reflected on, as well as discussing the organisation of the setting. The inspector looked at relevant documentation related to children's welfare, as well as evidence of checks on the suitability of staff working in the setting. The inspector held a meeting with both members of the provider partnership.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Staff have not been adequately mentored to ensure that their knowledge of risks to children and how to identify these meets minimum legal requirements. Their knowledge of the setting's safeguarding policy has not been robustly checked. The manager has not kept a record of all the information needed about Disclosure and Barring Service checks for staff and the members of the provider partnership. Required detail about dates on which the disclosures were obtained and who obtained them are missing. There is also no information recorded about the checks on one member of the provider partnership. However, this person is already known to Ofsted through an additional registration and suitability checks have been carried out for this. The manager has also not informed Ofsted of substantial changes to opening hours as the setting does not now operate before the school day or during school holidays. In addition,
p.4
Effectiveness of the leadership and management is inadequate
the manager has not notified Ofsted that one member of the provider partnership, who is also the deputy manager, has changed their name, making the information held about the setting inaccurate. This means that required information which contributes to procedures for safeguarding children has not been reported to the correct authority. Parents' and children's views are sought as part of checks on whether any changes can be made to improve their experience of the setting. However, the provider partnership has not maintained an adequate knowledge of legal requirements as part of robust reflection to help bring about continuous improvement in the quality of the provision.
p.4
Quality of teaching, learning and assessment requires improvement
Children describe activities at the setting, such as colouring, outdoor play and play with toy cars which they enjoy. Staff and managers observe children's interests and take note of these when providing activities. However, the setting is not able to access the premises prior to opening on two afternoons a week and the range of activities offered for any children who may prefer to play indoors is not consistently broad and varied at these times. Children, therefore, do not have consistently good opportunities to make decisions about what to play with and where, as resources are not easily accessible to them. Children enjoy games of rounders and staff help them to better understand their role in the game, supporting their motivation for further play. Staff praise children during activities, promoting their development of good self-esteem. Children demonstrate good attachments to staff and communicate their needs and ideas to them confidently. Staff

encourage children to learn good manners and model this behaviour effectively for them.
p.4
Personal development, behaviour and welfare are inadequate
The register of attendance is not completed to show the actual times at which children enter the care of the setting at the end of their school day. The manager has recorded the time of entry to the setting's care as 4pm for all children when some are collected by the setting at 3.15pm and some at 3.30pm. This means that accurate information is not available in the event of any concerns. In addition, although, children are allocated a key person, there is no record of this available on the premises. Records to show that the setting meets requirements for information about the children cared for are not always available on the premises and prior agreement with Ofsted to keep these securely off the premises has not been sought. Therefore, it is not clear whether the setting has the required information for all children to help promote their physical and emotional well- being effectively. Two staff are qualified in paediatric first aid and one of these is present

at all times when the setting operates to help promote children's welfare in the event of any accidents. Managers take care to have written permission from parents for any medicines that they may need to administer to children. Staff provide opportunities for children to take on small responsibilities and gain confidence from making a contribution to the routines of the setting. Children have access to adequate toilet facilities and drinking water.
