This provision is inadequate

 The provider is ineffective in maintaining improvements to the nursery and several safeguarding and welfare requirements are not being met.  Staff training needs are not identified and they are not supported to develop their practice. Teaching is poor and children do not make sufficient progress.  Staff are not deployed effectively to supervise children and keep them safe.  Staff fail to effectively risk assess the environment. This has a significant impact on the cleanliness of the nursery, children's health and their safety.  Behaviour management strategies used by staff are not effective to support children to understand about the consequences of their behaviour or help them to learn about how to behave.  Staff do not know about or value the home language of children who speak English as an additional language.  The environment is not maintained in a suitable and stimulating way. Inspection activities

 The inspection was carried out as a result of a risk assessment, following information received about this provider.  The inspector had a tour of the nursery at the start of the inspection.  The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector spoke with staff, children and a number of parents during the inspection.  The inspector held a meeting with the nursery manager and deputy manager. She looked at relevant documentation and evidence of the suitability of staff working in the nursery.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. The provider has previously been set actions relating to staff supervision and risk assessments. However, improved practice in these areas has not been sustained. The provider does not monitor the work of the manager or support her well enough in her role. The manager does not monitor staff practice sufficiently well and deployment of staff does not ensure the safety of children in the baby room. General risk assessments are carried out each day by staff. However, these are ineffective and do not highlight the areas that are a significant risk to children's health, safety and well-being. There are no harnesses on child seats and young children try to climb out as they are not strapped in. Loose stones in the outdoor play area are a hazard as babies put these in their mouths and older children throw them. Despite this, staff are trained in child protection. They understand how to recognise the signs of child

abuse and record and report any concerns that may arise. A complaints log is in place and available for inspection. However, evaluation of the quality of the nursery does not identify the weaknesses in practice. The manager does not reflect closely enough on the quality of teaching or the activities planned for children. Supervision and monitoring of staff's practice are not effective. This is because the manager does not set clear targets for individual staff as to how they may improve or develop their teaching skills. Consequently, children are not successfully supported to make the best possible progress they could to prepare them for their future learning and school.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching and learning is inconsistent. Staff are well qualified but this is not reflected in their teaching practice. Some children are not well supported in their learning. Staff are distracted by other duties or do not interact well with children. They do not consistently promote children's purposeful learning or extend their language, listening and concentration skills. This is particularly evident for children who speak English as an additional language. For example, staff do not ask children questions that enable them to think for themselves or formulate their own ideas and responses. Some activities lack challenge and children quickly lose interest. For example, staff complete simple tasks for children, such as cutting up tissue paper for a creative activity, as children sit and watch. Staff do not encourage children to engage in activities, which results in poor behaviour. Despite this, a range of activities is set out daily by staff and children can make some

additional independent choices about their play and activity.

p.4

Personal development, behaviour and welfare are inadequate

The breaches in the safeguarding and welfare requirements mean children's health and safety are compromised. Some areas of the nursery are poorly maintained. This does not ensure children's safety. For example, some of the toilet seats are broken. Staff fail to identify the poor hygiene in the playrooms. On the day of inspection the carpets, walls and furniture were dirty. This creates a significant risk to children's health and well-being. Poor quality teaching limits children's interest and engagement in activities. This results in children becoming bored and in incidents of poor behaviour. For example, children throw toys and climb on furniture. This hinders children's learning and puts them at risk of harm. All children have a key person who works with parents to gather and share information. Medication records are maintained. Staff understand the procedures to follow when administering medication to children. Staff liaise with parents and records show parental

permissions. Children are provided with a balanced menu of meals and snacks, prepared on site by a qualified cook.

p.5

Outcomes for children are inadequate

Weaknesses in teaching mean that children are not well supported and make poor progress. Children who speak English as an additional language are not supported well enough in their communication and language. This is because staff have little understanding of their needs and their learning is not prioritised or well planned for.
