Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The provider has not ensured that there is a named deputy manager who is suitably qualified to take charge in the manager's absence as required.  Systems for providing support and coaching for staff are not robust enough to address inconsistencies in the quality of teaching. Children do not consistently make good progress in their learning and development.  The provider does not reflect well enough on the quality of the provision to accurately identify all areas for improvement

p.1

It has the following strengths

 Staff, parents and children develop secure relationships. Information is exchanged that helps support children's continuity of care needs when they first start.  The nursery is a warm, welcoming environment. Staff are friendly and there is a wide range of resources available that, overall, reflects all the areas of learning.  Staff use some effective methods to promote children's communication and language development.  Children display suitable behaviour. They follow instructions from staff and are beginning to understand basic nursery rules, such as putting away toys after use.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

Due Date

 ensure that there is a named deputy manager who is suitably qualified to take charge in the manager's absence 25/05/2017

p.2

Due Date

 improve the arrangements to support and coach staff to raise teaching to a consistently good level. 19/06/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 strengthen arrangements to evaluate the quality of the provision to identify and action areas where improvement is needed.

p.2

Inspection activities

 This inspection was carried out as a result of a risk assessment process, following information received by Ofsted.  The inspector observed the quality of interactions during activities and assessed the impact this has on children's learning and enjoyment.  The inspector held a meeting with the manager and the provider. She looked at relevant documentation, such as evidence of suitability of staff working in the nursery.  The inspector spoke to parents during the inspection and took account of their views.  The inspector spoke to children during the inspection at appropriate times and took account of their views.

p.2

Effectiveness of the leadership and management requires improvement

The provider has not ensured there is a named deputy manager in place who has a relevant qualification to take charge in the manager's absence. On occasions, the provider works in the manager's role. However, she does not have a suitable qualification or experience to fulfil the role appropriately. The nursery has only been operating for a short time and some leadership and management systems are not in place or are not fully embedded. For example, arrangements for supporting staff's teaching have not been carried out to help improve their skills and outcomes for children. Staff have undertaken some training, such as paediatric first aid. Safeguarding is effective. Staff have a suitable understanding of how to keep children safe and how to respond if they have any concerns about children's welfare. Staff ratios are met at all times and suitability checks are carried out to ensure staff are suitable to work with children. The provider has taken appropriate

steps to ensure new staff have the relevant information that they need to help them understand their roles and responsibilities when they first start.

p.3

Quality of teaching, learning and assessment requires improvement

Teaching is variable and occasionally lacks challenge. At times, children are not stimulated or engaged in activities and tend to wander around. Nevertheless, staff have begun to carry out some observations of children as they play and are beginning to identify some next steps in their learning. Staff provide some effective support for children's language skills. For example, they acknowledge new words children say and repeat words back to them. Most staff recognise when to stand back and give children time to think through their own ideas, such as when they are playing with dolls and navigating trains around tracks.

p.3

Personal development, behaviour and welfare require improvement

Overall, children enjoy their time at the nursery. However, they are not consistently motivated to learn as much as they can. For example, their independence and self-help skills are not supported well enough, due to the lack of challenge. Children are becoming settled and display suitable levels of confidence. Staff adequately attend to children's care needs, such as regular nappy changes, and provide a quiet area for children to rest or sleep. Overall, healthy lifestyles and children's physical well-being are promoted. Children have ample space to move around, access the outdoors and play in the fresh air.

p.3

Outcomes for children require improvement

Children do not consistently make good progress in their learning and development because of the weaknesses in teaching and the lack of challenge. Children are acquiring some of the key skills required for their next stage in learning. For example, they are developing their social skills when playing with their new friends.
