This provision is inadequate
The provider fails to take effective action to ensure that staff and committee members are suitable to work with or have responsibility for children. Staff whose suitability has not been checked appropriately work unsupervised with children. Members of the committee are not clear about their responsibilities and they are unsure of policies and procedures. Ofsted have not been given the information needed to complete suitability checks on committee members. Staff do not always promote children's good health. Handwashing arrangements are not good enough to reduce the risk of cross contamination or infection. The manager has not established appropriate ways to observe and identify weaknesses in teaching. Consequently, the quality of teaching is too variable to ensure children always make good progress in their learning. The manager has not identified weaknesses in the assessment arrangements, which

means staff do not always have a highly accurate picture of children's achievements on which to base their planning.
p.1
It has the following strengths
Staff place a strong focus on helping children develop secure attachments. Consequently, children are happy, settled and enjoy attending. Staff work with parents to foster a collaborative approach to children's care.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outside. The inspector spoke with staff, children, parents and members of the committee. The inspector looked at relevant documentation, such as evidence of the suitability of staff. The inspector completed a joint observation with the manager.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The required checks to establish the suitability of staff who work unsupervised with children have not been completed. Although Disclosure and Barring Service check numbers have been obtained, these have not been verified appropriately. Ofsted has not been provided with information regarding a member of the committee. Therefore, the required checks have not been completed. Appropriate policies and procedures are in place. However, some committee members do not have a suitable understanding of these and they are not clear about their responsibilities. The manager has introduced systems to help support staff performance. However, she does not evaluate and monitor teaching effectively in order to identity strengths or weaknesses in staff practice.
p.3
Quality of teaching, learning and assessment requires improvement
The methods of assessment and tracking children's progress have not been embedded effectively enough to quickly identify any unexpected changes in their development. Staff do not always use the information they gain from their assessment of children's progress precisely enough to plan accurately for children's next steps in learning. As a result, the quality of teaching is not consistent and children do not always make good progress in their learning. That said, key persons do know their children well. Staff play alongside children as they investigate and explore the learning environment, which is well laid out. Children enjoy playing with small-word figures and this provides opportunities for them to use their imagination. Staff interact warmly and encourage the children to think as they play together with a pirate ship and small-world figures. They ask the children what an anchor does and they respond, 'It stops the ship moving'. This shows they are beginning
p.3
Personal development, behaviour and welfare are inadequate
Children's overall welfare and safety is compromised because of weaknesses relating to leadership and management. In addition, staff do not always adopt suitable handwashing routines with children. This is because children are encouraged to share a communal bowl of soapy water to wash their hands in before eating snack. Staff help children to learn about ways that help to keep them safe when crossing roads. Children enjoy opportunities to run around on a local playing field. They are developing their physical skills as they play ball games and make movements with ribbons. Children's behaviour is good. They learn to accept boundaries and play well with their friends.
p.3
Outcomes for children require improvement
Weaknesses in teaching and monitoring mean that children do not always benefit from opportunities that help them make consistently good progress. Nevertheless, they are developing the skills needed in readiness for moving on to nursery or school. Children are learning to share and take turns with their peers. Children show an awareness of the initial letter sounds of their names and can identify numbers from one to five.
