early writing skills using paper and pencils. They begin to solve problems while using simple jigsaw puzzles.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare is not assured because of significant weaknesses in leadership and management. The childminder does not provide a stimulating environment and children are not motivated to learn. Resources are not easily accessible to children, which means they can make few choices about their play. The childminder does not effectively promote children's understanding of why a healthy diet is important. He does not provide a good range of healthy meals, snacks and drinks. The childminder helps children to understand simple rules. During play with other children, he explains why sharing and taking turns is important.

p.4

Outcomes for children are inadequate

Children are not making enough progress from their starting points.
