p.1
This provision is inadequate
The childminder has a poor knowledge of how to respond to child protection concerns or allegations of abuse. She is unable to implement effective procedures to safeguard children, placing them at significant risk. The childminder is not aware of her wider responsibilities regarding data protection. Although the childminder took appropriate action to address specific issues raised at the last inspection, risk assessments are not rigorous enough in the outside area to minimise all potential hazards to children. In addition, the childminder does not consistently provide adequate supervision for children when they play outside. The range of activities and play materials is limited and those offered are not suitable and do not account for their interests, age or stage of development. This means some children are bored. The childminder offers too little support for younger children who, at times, wander aimlessly or sit watching older children's boisterous play.
p.1
This provision is inadequate
Children are not sufficiently encouraged to make healthy choices about what they eat and drink. Systems to monitor the quality of the provision are ineffective.
p.1
It has the following strengths
Children are confident in the childminder's home and comfortable in her care. Children are encouraged to use good hygiene practices.

Inspection activities
The inspector observed activities in the childminder's home and spoke to the childminder and children at appropriate times during the inspection. The inspector observed interactions between the childminder and the children present. The inspector looked at children's records and a range of other documentation. The inspector checked evidence of suitability of adults living on the premises and the childminder's qualifications.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. Recently introduced systems to monitor the quality of the provision are poor. The childminder has failed to identify significant weaknesses and some legal requirements are not met. Despite the last inspection identifying weaknesses in the childminder's ability to identify and manage risk, she has not improved her ability to do so. Consequently, she has failed to identify potential risks posed by an unstable football net which topples over when older children become too boisterous and they get caught in the loose netting. Additionally, large flagstones are stored in the garden where children play unsupervised. Furthermore, while the childminder has limited the number of children that can use the trampoline at any one time, she does not ensure they are adequately supervised at all times. Despite recent training, the childminder does not have a sufficient knowledge of how to respond to child

protection concerns or allegations of abuse. This means she is unable to implement effective safeguarding procedures to protect children from possible harm. The childminder is unaware of data protection legislation, although when taking digital photographs, she takes sufficient steps to keep photographs of children secure.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder has slightly extended the range of play materials since her last inspection. Some children become engaged and play imaginatively. However, too little consideration has been given to children's interests and their ages and stages of development overall and activities are not suitable. For example, some school-age children are disinterested when the childminder offers cars that are intended for much younger children. In addition, some children are bored as resources are incomplete and offer little play value. For example, there are plastic vehicles without the play figures and accessories, which children momentarily pick up before quickly discarding them and wandering aimlessly between rooms. At times, the childminder fails to manage activities to ensure younger children have the opportunity to play. For instance, younger children sat watching older children play football, wary of joining in as they may get hit by the heavy ball.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in the childminder's ability to manage ongoing risks and supervise children effectively mean that their welfare cannot be safeguarded. In addition, the childminder does not do enough to raise children's awareness of why it is important to have a healthy diet. Snacks and drinks provided by the childminder do not sufficiently encourage children to make healthy choices about what they eat and drink. Many children have been in the childminder's care for several years. Parents say their children are settled and they are happy with the care provided. Children know the childminder well. They enjoy playing with school friends who also attend. Children are familiar with routines and move easily around her home. Overall, children behave well. They have daily opportunities to be physically active and are learning how to stay safe as they walk to and from school.
