This provision is inadequate

 There are significant safeguarding risks to children. The safeguarding lead practitioner has not attended child protection training and does not have good enough knowledge of how to recognise the signs and symptoms of possible abuse. In addition, she does not ensure staff have knowledge and understanding of who to report safeguarding concerns to.  A robust recruitment procedure is not in place and recruitment records are not available for inspection.  The provider does not ensure that there is a qualified paediatric first-aid member of staff on the premises at times when children are present. In addition, permission to administer medication to children is not obtained from parents.  Staff do not work closely enough with the school children attend to gather information to support their learning experiences.  The management team does not effectively act upon training needs that have been identified. This means qualified staff are not supported to advance themselves

professionally to improve their practice.  Self-evaluation is not effective in identifying priorities for improvement.

p.1

It has the following strengths

 Partnerships with parents are positive. Parents find staff friendly and they praise the information about the setting which is readily available through the new website.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure the lead practitioner for safeguarding attends a child protection training course that enables them to identify and respond to signs of possible abuse and neglect, and cascade this knowledge to staff, including where to refer safeguarding concerns to 24/05/2017

p.2

Due Date

 ensure records are easily accessible and available for inspection 24/05/2017  implement a robust recruitment procedure that ensures all staff are suitably vetted and maintain records which include relevant information about their identity checks 24/05/2017

p.2

Due Date

 ensure at least one person who has a current first-aid certificate is on the premises and available at all times when children are present 24/05/2017

p.2

Due Date

 ensure medication is only administered to children where written permission for that medication has been obtained from the child's parent or carer 24/05/2017

p.2

Due Date

 support staff to undertake professional development opportunities to ensure they offer quality learning and development experiences for children that are continually improving. 24/05/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 develop the system for self-evaluation that identify weaknesses and set realistic targets for improvement  strengthen relationships with other settings that children attend and gather information on what they are learning that complement their experiences.

p.2

Inspection activities

 The inspector observed the quality of activities that are available to children and held discussions with the provider and staff about children's progress.  The inspector had a tour of the setting.  The inspector spoke with staff, children and parents during the inspection and took account of their views.  The inspector completed a joint observation with the manager.  The inspector held a meeting with the provider. She looked at relevant documentation and evidence of the suitability of staff working in the setting.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The provider has a poor understanding of how to protect children from harm. She has not completed child protection training to fully understand her role and responsibility as the lead practitioner for safeguarding. She has a limited knowledge of the signs and symptoms of abuse. In addition, she does not ensure the staff team have a good knowledge of safeguarding. For example, they do not know where to refer any concerns they may have about a colleague's behaviour. Systems for recruiting staff lack rigour and records about checking their identity and integrity are not available for inspection. The provider does keep Disclosure and Barring Service check information and all staff have been checked. The provider has started to meet with staff to discuss their training needs during supervision meetings. However, training needs that have been identified are not acted upon and staff's professional development is limited.

p.4

Effectiveness of the leadership and management is inadequate

The provider is aware of some of the weaknesses but self-evaluation is not yet fully effective in driving improvements.

p.4

Quality of teaching, learning and assessment requires improvement

Staff know children's interests but they do not work well enough with staff at the school children attend to further their learning experiences. However, children enjoy their time in the setting and enthuse about the creative activities that are available. They make salt dough and friendship bracelets and work well in groups. Children are patient as they wait to take their turn to stir the salt dough mixture and other children concentrate on technical card games. Children immediately find resources to play with when they arrive and they talk to staff and their friends about their interests and family events.

p.4

Personal development, behaviour and welfare are inadequate

Children's well-being is compromised. Of the three staff employed at the setting none hold a valid paediatric first-aid certificate. Therefore, in the event of an accident or injury, children are not adequately protected. Furthermore, at times medication is administered to children without prior written consent being obtained from parents. Children behave well in the setting and have created friendships. They discuss that they feel safe and are confident to talk to staff. Children enjoy a wide range of healthy snacks and in the hot weather staff encourage children to keep hydrated.
