This provision is inadequate

 The childminder compromises children's safety and welfare. She fails to ensure that the suitability of adults she allows to care for children has been checked by Ofsted. This is also a breach of the Childcare Register. In addition, the childminder does not ensure children are closely supervised and remain within her sight and/or hearing at all times.  The childminder does not take all necessary steps to safeguard children. She has poor knowledge of her responsibilities under the Data Protection Act to keep photographs and information about children safe and secure.  The childminder has not ensured that she keeps a record of every person who has parental responsibility of a child to help support their welfare needs.  The childminder does not ensure that the meals, snacks and drinks she provides are healthy and nutritious to promote children's good health effectively.  The childminder does not use information from observations consistently to assess

children's progress and plan targeted activities to support their next stages of learning. Children do not make sufficient progress.  Self-evaluation is poor. The childminder does not identify weaknesses, including breaches in requirements, to improve the service and raise outcomes for all children.

p.1

It has the following strengths

 The childminder praises children to help promote their self-esteem. Children learn to share, be polite and well-mannered.

p.2

p.2

Inspection activities

 The inspector sampled a range of documents, including policies, training records and children's assessment records. She checked evidence of the suitability of all adults living on the premises and those working for the childminder.  The inspector interacted with children at appropriate times during the inspection. She talked to parents and also read parents' views expressed in written testimonials.  The inspector observed and evaluated a learning activity with the childminder and assessed the impact the quality of teaching had on children's learning.  The inspector conducted a tour of the premises and observed children engaged in play.  The inspector discussed with the childminder how she cares for children and the ways she uses to help keep them safe and healthy.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder lacks understanding about wider child protection issues. She does not keep information about children safe and secure and in line with the Data Protection Act, as required. For example, she does not understand the implications of using images of children she cares for on her unsecured social media account. The childminder has repeatedly allowed an unsupervised adult whose suitability has not been checked by Ofsted to have sole care of children in her vehicle during school collection times. The childminder does not consistently assess children's progress. She fails to identify or address gaps in learning and does not support them to make good progress. The childminder does not identify weaknesses in her practice or the quality of the service she provides. She has no plans for future improvement. The childminder does not demonstrate an understanding of the benefit that further knowledge, training and

improvements may have on outcomes for children. The childminder maintains positive relationships with parents. They comment that they are happy with the childminder's service. However, she does not ensure that she records the names and addresses of all individuals with parental responsibility for each child, as required.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder has a qualification, she lacks understanding of the areas of learning and is unable to recognise the learning potential in all activities. This means that she does not plan suitably challenging activities that motivate children and engage them in their learning. As a result, some children become bored and distracted. Children do not make the progress of which they are capable and any learning is often incidental. The childminder shares some information with parents. For example, she engages in daily discussions and provides daily diaries containing information about their child's day.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding mean the childminder fails to promote children's welfare adequately. On occasions, the childminder does not supervise children sufficiently, compromising their safety further. During the inspection, she left children unsupervised as they played at the bottom of the garden where she could not see or hear them. The childminder does not provide enough opportunities for children to learn about making healthy food choices, and the snacks and food she supplies are generally unhealthy. This means children do not develop knowledge of or choose to eat nutritious food. Children have opportunities to enjoy playing in the childminder's garden, such as on the ride-on toys and in a sand pit. She also provides resources and excursions that interest children.

p.4

Outcomes for children are inadequate

Children, and particularly those who receive funded early education, do not receive enough targeted support to make sufficient progress. Children are not well prepared for their next stage in learning. They do not engage well during adult-led activities and become impatient, which, at times, has a negative effect on their learning experiences.
