This provision is inadequate
The provider does not ensure the ongoing suitability of all staff. They have failed to notify Ofsted of significant events that are likely to affect the suitability of those who care for children. This compromises children's welfare. The provider does not ensure that all staff manage children's behaviour appropriately. This has a negative effect on children and does not support their emotional development or well-being adequately. Children do not know what is expected of them. At times their behaviour compromises their safety and that of others. Children do not gain the skills they need to prepare them for school. The manager fails to support staff effectively. She does not provide adequate supervision or support to help improve their teaching skills. The quality of teaching is weak and this has a negative effect on the outcomes for children. Staff do not plan or provide activities that are suitably challenging. They fail to take

account of children's learning needs or interests and often interrupt children's play. Children quickly lose interest in activities and their behaviour deteriorates. The quality of the provision has declined. The provider does not work effectively with the manager and staff to identify and target weaknesses in the provision.

It has the following strengths
Children have some good opportunities to develop their physical skills.

Inspection activities
The inspector observed children's activities at the pre-school and joined them on an outing to the local allotments. The inspector spoke to parents, children and staff during the inspection. The inspector conducted a joint observation with the manager. The inspector held a meeting with the manager and the nominated person to discuss how the pre-school is organised and how staff are supported. The inspector sampled a small range of documents, including children's records and staff qualifications.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider has failed to ensure that all requirements of the early years foundation stage are met and there are significant weaknesses in the provision. The provider has failed to notify Ofsted of arrangements in the absence of the manager and changes to the committee members, as required. Although the manager attends to assist with outings, she is not fulfilling her role effectively. There has been very little support for staff. The provision and the quality of teaching are not monitored effectively and the poor outcomes for children have not been identified. Despite some training, the quality of the provision has deteriorated. The manager and staff do not manage children's behaviour well. This has a negative impact on children's welfare and learning.
p.3
Quality of teaching, learning and assessment is inadequate
Staff fail to provide appropriate support for children. They supervise children as they occupy themselves but miss many opportunities to build on children's ideas and assist their development. For example, during an outing to the allotment, staff stood watching children use small tools to dig in soil, with very little interaction. They failed to increase children's understanding of the world, as planned. The lack of purposeful interaction from staff and poorly planned activities lead to children becoming bored and engaged in unsafe behaviour. For example, children throw balls and equipment at windows and ceilings, and run around wildly. Staff fail to notice this behaviour, or when they do, fail to challenge it. Staff plan some activities, but fail to take sufficient account of children's interests or developmental needs. For example, staff plan group singing but fail to engage the children who are arguing with each other.
p.3
Personal development, behaviour and welfare are inadequate
Staff do not all act as good role models or help children to understand behavioural expectations. Children's well-being is compromised and staff fail to foster their self- esteem. For example, during the inspection children were frequently shouted at and told to stop playing. Children have limited opportunities to explore resources and their play is not purposeful. They often occupy themselves throwing toys and hit staff in frustration. Parents receive information about policies and speak positively about the pre-school. However, staff do not work effectively with parents to agree strategies to manage behaviour or involve them in their children's learning.
p.3
Outcomes for children are inadequate
Children do not make adequate progress in their learning or gain the skills they need for school. Overall, they have poor learning experiences due to the lack of challenge and support from staff. While some enjoy time with their friends, they do not learn social skills or how to manage their feelings in a positive way. This hinders their development.
