This provision is inadequate
The procedures for informing Ofsted of changes to the management committee are not robust. Consequently, not all members have had the required checks completed to ensure they are suitable for their role. The provider does not ensure that all the required documentation, including Disclosure and Barring Service checks, is available for inspection. The leadership team does not fully compare and analyse the progress made by all groups of children to reduce any differences in their achievements. On occasion, large-group activities are not well organised to maintain the children's interest and motivation.
p.1
It has the following strengths
Children make good progress. Staff foster children's independence skills well. For example, children butter their own toast at snack time. Children have good levels of confidence and self-esteem. Positive reinforcement and constant praise from staff support all children to behave appropriately. They understand the rules and boundaries which staff model well. Parents are encouraged to take an active role in their children's development. For example, they have meetings with their child's key person and take part in daily discussions, helping parents to plan effectively for their children's learning at home.

What the setting needs to do to improve further

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the pre-school leader. The inspector held a meeting with the pre-school leader and nominated person. She looked at relevant documentation and evidence of the suitability of staff. The inspector spoke to a number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Ofsted has not been provided with the necessary information about all committee members. This means that Ofsted has not been able to carry out the required checks to ensure that the registered body is made up of individuals who are suitable to be involved in childcare. In addition, evidence of other committee members' Disclosure and Barring Service checks were unavailable for inspection. Despite this, other aspects of safeguarding are well implemented by the leadership team. Recruitment procedures ensure all staff are suitable to work with children. Staff implement thorough risk assessments of the learning environment and activities to ensure all possible hazards are minimised. The leader monitors the staff's precise observations and assessments of children's progress. However, systems to compare the progress made by different groups of children are still in their infancy. Parents report that they are very

happy with the care and learning opportunities their children receive.
p.3
Quality of teaching, learning and assessment is good
Overall, the quality of teaching is good. The well-qualified staff recognise the uniqueness of each child. They plan activities that are well matched to children's abilities and fully support their next steps in learning. Staff help older children to use mathematical ideas and resources in their play. For instance, staff teach them about size, as they encourage children to share dough and compare the smallest and largest pieces. Older children learn to recognise letters and are successfully encouraged to recall and talk about past events. Children enjoy looking at books and listen attentively to stories. However, on occasion, large-group activities are not always well organised to maintain the younger children's interests and motivation.
p.3
Personal development, behaviour and welfare are inadequate
Children's safety and welfare are compromised because the pre-school committee does not meet all the safeguarding requirements. However, in other aspects, children's welfare is suitably supported. Children have a strong sense of belonging and a close attachment with their key person. They learn about people and places in their community. Children learn about healthy lifestyles and good hygiene routines. For example, they follow good hygiene procedures and are encouraged to eat a healthy snack. They have regular access to fresh air and take pleasure in exploring and investigating the outdoor area.
p.3
Outcomes for children are good
All children, including those in receipt of funding, confidently explore their surroundings and make independent choices in their play. They choose to spend a lot of time in the outdoor environment, where they practise their physical skills. Children develop important social skills when playing together, for example, while pretending to be superheroes they learn to share and take turns. Children listen well and follow instructions. They are developing key skills and attitudes in readiness for the next stage of their learning.
