Inspection activities
The inspector viewed the areas of the premises used for childminding. She accompanied the childminder on the school run. The inspector observed activities both indoors and in the school playground and the interactions between the childminder and the children. The inspector spoke to the childminder and the children at appropriate times during the inspection. The inspector looked at the relevant document and checked evidence of the suitability of those living or working on the premises. The inspector evaluated the activities with the childminder. The inspector spoke to parents and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder has a poor understanding of the documentation that she is required to keep. This compromises children's safety and well- being. She has failed to keep a daily record of the names of children and their hours of attendance. The childminder does not keep a written record of injuries that have occurred to children while in her care or of the first-aid treatment that she has administered. Although the childminder holds a first-aid qualification, she does not ensure that a first-aid box accessible to her at all times. Therefore, she is not always equipped to respond to accidents to children in an emergency. The childminder does not gain written permission from parents prior to administering medication or keep a record of medication she has administered. She sometimes gives medication to minded children that has been prescribed for her own children. This puts their health at risk. The childminder knows the

procedures that she should follow to report any allegations. However, she is less confident about the procedures she should follow to report any concerns that she may have, including those relating to recent safeguarding legislation and guidance. This compromises the welfare of children. The childminder does not recognise the weakness in her practice and previous recommendations have not been addressed. She does not accurately monitor the effectiveness of her practice and has failed to maintain the quality of her provision.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not obtain enough information from parents or from schools. This means that she is unable to tailor children's experiences or build on what they already know and can do. She does not provide a suitable range of activities that matches children's interests, or gives them the opportunities to engage in experiences that promote their ongoing development. For example, children spend a long time watching older children attempting a cooking activity. They repeatedly ask to take part. However, the childminder does not adapt the activity to their needs or give children enough opportunity to be involved. This is because she spends the majority of her time addressing the needs of older children. Consequently, children spend most of their time sitting alone. They become restless because they are not engaged in stimulating and challenging experiences. The childminder shares information with parents about their child's day. Parents comment

that they are happy with the service the childminder offers.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's safety and welfare are compromised. The childminder does not adequately supervise children at all times, or ensure that they follow the boundaries she sets for good behaviour. Children play in the large school playground and run ahead as they walk back from school. This means that children are not in sight or hearing of the childminder at all times. The childminder does not stop children or alert them to the consequences of these actions on their own safety or the safety of others. This increases the risk of accidents to children and compromises their well-being. The childminder does not provide children with healthy and nutritious options for snack. She gives children items of food with a high sugar and salt content, such as crisps, ice cream and squash. Children are friendly and generally play well together.
