Inspection report for children’s home - monitoring visit: SC068277 1

p.1

Information about this children’s home

This children’s home is owned by a large, national private provider. It is registered to provide care and accommodation for up to six children and young people who have emotional and/or behavioural difficulties .

p.1

This monitoring visit

The home was judged good at the full inspection on 1 November 2016 with help and protect judged as requires improvement. The home was judged to have declined in effectiveness at the interim inspection on 31 January 2017. Ofsted carried out an unannounced visit to the home on 17 January 2017 to monitor compliance with the two compliance notices issued following the last inspection. The monitoring visit found that the management team had taken action to address the compliance notices and was able to provide evidence to substantiate the action taken.

p.1

This monitoring visit

The first compliance notice required the manager to take steps to ensure that impact assessments include evaluation of the impact of new admissions on the existing group of young people considering age, individual risk factors and the staff’s ability to manage the range of needs of the young people in the home. Two young people have moved into the home since the last inspection and there is evidence that the manager has taken steps to ensure that impact assessments are more robust. There is a new impact assessment form in place, which includes more evaluation of peer matching and any potential impact of new admissions on the existing group of young people. Individual risk is clearly identified, along with how staff will meet these individual needs within the context of the wider group and their needs. There is evidence of the manager consulting external agencies, such as specialist agencies who work with young people at risk of child sexual

exploitation, in considering new admissions.

p.1

This monitoring visit

In respect of the second compliance notice, the manager has taken steps to ensure Inspection report for children’s home - monitoring visit: SC068277 2 that there are clear strategies in place to minimise the risk of young people smoking or lighting fires on the premises and that staff promote awareness of the dangers involved, in line with young people’s risk assessments. There is evidence of staff undertaking work on the dangers of smoking and lighting fires in key-work sessions and in young people’s meetings. Staff have ensured that there are clear consequences in place to discourage young people from smoking in the home and have arranged for the fire service to come in to do some work with staff and the young people. Staff carry out daily room searches of young people’s rooms and there were no signs that the young people had been smoking in the home during the inspection. There have been some occurrences recorded of young people

smoking in the home since the last inspection, but staff have dealt with these consistently and there has been a recent reduction in this behaviour.

p.2

This monitoring visit

The manager has ensured that risk assessments include written guidance for staff about how they should support, monitor and supervise young people if they present as under the influence of alcohol and/or illegal substances. Staff have now received in-depth training from a local drug service on illegal substances, signs of use and actions to take should young people present under the influence of illegal substances. Risk assessments are kept under regular review by staff. Some risk assessments did not include actions to address how staff would support, monitor and manage young people who are at risk of self-harm, and furthermore staff had not had ligature training. The manager addressed this during the inspection by updating the risk assessments, obtaining ligature cutters and organising ligature training. However, the manager needs to ensure that areas of individual risk are identified and any necessary training or actions are taken prior to any admission, to

ensure that staff have the skills to meet young people’s individual needs and keep young people safe.
