This provision is inadequate

 The childminder lacks awareness and understanding of the early years foundation stage requirements. She is not aware of current safeguarding issues and the relevant procedures to follow, including if an allegation was to be made against her co-workers.  The childminder is not effectively deployed to work with the children in order to ensure their individual needs are met. She does not promote children’s health effectively. For example, the procedures for children's hand washing and their sleeping arrangements do not minimise the risk of cross infection.  The childminder does not take responsibility for helping children in her care make the progress they should, and has not improved her skills in observing and assessing children's development. The childminder does not get involved with parents to support them with their children’s learning.  The childminder does not evaluate her practice and does not identify weaknesses in

 The inspector observed all areas where childminding takes place.  The inspector observed the quality of teaching and learning.  The inspector sampled documentation including children's learning and progress record and safeguarding policies and procedures.  The inspector held discussions with the childminder, co-worker and children at appropriate times during the inspection.  The inspector took into account the views of parents in the form of parental questionnaires the co-workers had sent to parents.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has made little progress in her awareness, knowledge and understanding of the safeguarding and welfare, and learning and development requirements since the last inspection. Safeguarding is ineffective. Although the childminder has completed a safeguarding course, she is not confident about safeguarding issues and the procedures to follow should concerns arise. The childminder is counted in the ratios with her co-workers when they are caring for the children. However, she does not take responsibility for children in her care and leaves this to her co-workers. She has failed to identify areas of her practice that remain weak. This affects her ability to measure how well children are progressing in their overall learning and development, follow safeguarding procedures and work within the requirements of the early years foundation stage.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not make effective observations to recognise individual children's achievements and progress. She does not know what children need to learn next as she has not monitored their progress. In addition, the childminder is not aware when children are not working within the range of development typical for their age. This means that she is not identifying potential gaps in children’s learning. Information sharing practices are in place with parents through notice boards, daily diaries and meetings so that they are aware of children's care and the available activities. However, the childminder does not discuss children’s learning and development with parents or provide parental support regarding children’s early education.

p.4

Personal development, behaviour and welfare are inadequate

Due to the childminder’s lack of awareness of safeguarding protocols, children's safety and welfare is not assured. The childminder is not always deployed effectively to meet the children's needs. The childminder relies on her co-workers for the care and learning of the children she is registered to provide care for. As a result, in the absence of her co- workers, she is unaware of the details of children’s care or what children need to learn next. This means she is unable to meet children’s individual needs effectively. Children learn to wash and clean their hands before and after meals. However, the childminder provides a shared bowl of water and towel to wash children’s hands and face. In addition, individual bedding is not provided for children. As a result, the risk of cross infection increases and children’s health is not well promoted. The childminder and her co-worker are kind and caring. Children show they are settled and behave well.

p.4

Outcomes for children are inadequate

The childminder is not aware of children’s individual learning needs. As a result, she does not provide appropriate support and challenge to help children progress on to their next steps in learning. This means children are not well prepared for the next stage of their education. Children have access to an interesting environment which they enjoy and explore.
