Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The new plans in place for the supervision, coaching and training of staff are still in their infancy. They are not embedded well enough to swiftly improve staff practice.  Staff do not do consistently provide purposeful and challenging learning experiences.  Although leaders have introduced a new system for observations and assessments, not all staff use the new system effectively. As a result, gaps in children’s learning are not identified or addressed swiftly enough.  Leaders have not fully developed links with other settings that children also attend. This means that they do not have a shared approach to these children’s learning.  Staff do not give children enough opportunities to practise their thinking skills.

p.1

It has the following strengths

 Leaders work closely together and demonstrate their dedication to driving ongoing improvement. A new, highly qualified and skilled manager has joined the leadership team and is starting to improve outcomes for children.  There are many opportunities for children to develop their independence skills. For example, they practise cutting their own fruit safely and make choices about their play.  Leaders have started to give more focus to supporting children who have special educational needs and/or disabilities. They work with relevant specialists to give children the support they need. This has started to have a positive impact for some children.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 develop arrangements for the supervision of staff so that monitoring of teaching practice and coaching of staff is fully embedded and leads to sustained improvement 28/08/2017

p.2

Due Date

 improve the quality of teaching to ensure children consistently benefit from purposeful and challenging learning experiences 24/07/2017

p.2

Due Date

 improve the precision of the assessments of children’s progress so any gaps in their learning are identified and addressed more swiftly. 26/06/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 build on a regular two-way flow of information with other providers that a child is also attending to establish a continual shared approach to their learning  provide more opportunities for children to build consistently on their thinking skills.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector spoke with staff and children during the inspection.  The inspector completed joint observations with a nursery manager.  The inspector held a meeting with the nursery managers, one of whom is an owner. She looked at relevant documentation and evidence of the suitability of staff working in the nursery.  The inspector spoke to a number of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management requires improvement

New systems for the supervision of staff practice are not effective enough to swiftly improve outcomes for children. Nevertheless, staff have started attending some training courses and poor staff performance is managed appropriately. Safeguarding is effective. All staff have completed safeguarding training and know the procedures to follow to report any concerns. They understand policies, such as those related to the safe use of mobile phones. Recruitment procedures and staff suitability checks are secure. Staff are well qualified and all have revisited the induction process recently. This helps to ensure they are suitable to work with children and understand their responsibilities. Staff understand the requirement to notify Ofsted of relevant changes. Daily risk assessments and health and safety checks are implemented to ensure the premises are safe and suitable. Leaders have identified where improvement is needed and are taking action.

p.3

Quality of teaching, learning and assessment requires improvement

Some staff do not use the new system for observations and assessment of children’s progress effectively. Therefore, differences in children’s levels of achievement are not swiftly identified and addressed. Furthermore, the quality of teaching is not consistent across the nursery. For example, some staff do not ensure sufficiently challenging learning experiences are provided for all children. Overall, staff interact well with children. However, they do not all give children enough opportunities to think for themselves. Children enjoy their time in the woodland area, exploring natural resources. For example, children use various digging tools as they pretend to make a pond and build dens. Children learn Spanish and have football or dance sessions.

p.3

Personal development, behaviour and welfare require improvement

Overall, children are happy and settled. They develop good relationships with staff. However, links with other providers are not fully developed to effectively support continuity for children who attend more than one setting. The needs of babies are met well. Staff have refreshed their knowledge of the procedures for changing nappies and administering medication. Children behave well and are closely supported to learn to share and take turns. Furthermore, all staff have recently attended behaviour management training. Children enjoy many opportunities for fresh air and exercise. For example, they enjoy riding on bicycles or toy cars. Children's awareness of diversity is supported well. They learn about different cultural celebrations and communities.

p.3

Outcomes for children require improvement

Overall, children gain some skills that help prepare them for their future learning, such as school. However, the weaknesses in teaching mean that children do not make the best possible progress. Where teaching has improved, such as outdoors, children demonstrate an eagerness to participate in learning. Babies explore a range of textures. For example, they play in the sand and water with their favourite toy farmyard animals.
