This provision is inadequate

 Children's welfare is compromised. The provider fails to meet all requirements of the Early Years Register and the Childcare Register. The provider does not ensure that at least one member of staff member holds a current paediatric first-aid qualification. The provider has not kept her own and the staff's safeguarding knowledge updated.  The provider has not appointed a named deputy manager. This means that there is no person with lead responsibility for children's learning and welfare in her absence.  The provider does not ensure there is effective opportunity for staff to meet with her on a one-to-one basis and fails to identify weaknesses in practice. This has a negative impact on the care and learning children receive. The provider does not deploy staff effectively to ensure children's needs are met at all times.  The provider does not monitor the progress children make. Staff fail to use assessment

effectively to identify and plan for the next steps in children's learning. This hinders the progress some children make and how well they are helped to catch up in their learning.  Self-evaluation is ineffective. The provider has failed to identify breaches in requirements, or target improvement to support children's learning and keep them safe. Staff do not provide consistent messages to support children's good health and hygiene.

p.1

It has the following strengths

 Staff support children's mathematical understanding as they play.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that a relevant first-aid qualification is maintained by at least one member of staff at all times, which includes paediatric first-aid training for when caring for young children and babies 21/05/2017

p.2

Due Date

 improve knowledge of safeguarding children issues and the signs that a child may be at risk of harm, particularly signs that children may be at risk of extreme views and behaviour 07/04/2017

p.2

Due Date

 ensure there is a named deputy who is qualified to take charge in the manager's absence 24/04/2017

p.2

Due Date

 improve arrangements for the supervision of staff to identify and act on areas of practice that need improvement to develop their personal effectiveness 28/04/2017

p.2

Due Date

 review and improve routines and staff deployment to meet the needs of all children and ensure their safety at all times 28/04/2017

p.2

Due Date

 develop effective systems to assess and monitor children's progress and ensure that each child's learning is planned for to meet their individual needs and help all children, including those who have special educational needs, to make good progress. 31/05/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to ensure that weaknesses in practice and breaches of requirements are quickly identified and acted upon to keep children safe and help them make sufficient progress  develop the partnership working with parents to focus on providing clear messages about children's health and provide consistent opportunities for children to learn about good hygiene practices.

p.2

Inspection activities

 The inspector observed teaching practices and the impact these have on children's learning.  The inspector held discussions with the manager, staff, children and parents.  The inspector read some of the setting's documentation, including the safeguarding policy and procedures.  The inspector sampled children's development information and records.  The inspector carried out joint observations with the manager.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The provider did not recognise that staff's paediatric first-aid qualifications were no longer valid. She gives incorrect information to parents, stating that staff hold appropriate first-aid qualifications. However, staff have not held this qualification for over a year. The provider has not provided training to make sure staff are aware of all aspects of protecting children, such as from the risk of extremist views. The provider has not appointed a named deputy manager. She considers two of her staff to be her deputy in her absence, however they are not aware of this. The provider does not enable staff to prioritise children's care and learning at all times. With an hour of the session remaining, two staff members complete cleaning tasks and begin packing children's activities away. This means the remaining two members of staff are unable to meet the learning and care

p.4

Effectiveness of the leadership and management is inadequate

needs of all children fully. The provider does not monitor children's progress effectively enough to identify gaps in their learning. Staff work with other professionals involved in the care of some children. However, they do not track the progress that all children make, including those who have special educational needs and/or disabilities. This means gaps in achievement do not close. The provider offers some training opportunities for staff. However, she does not help them to reflect on and improve the quality of their teaching practice. Staff state that it has been over a year since they spent time in confidential discussion about their practice.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not assess children's progress accurately to plan activities that consistently match their needs. Staff have a poor understanding of the progress some children are making. They were unable to say why they considered children's progress to be less than expected and assessment had not been completed for all children, including those who have special educational needs and/or disabilities. This means staff are unable to plan effectively for the next steps in children's learning. Due to poor staff deployment, staff were unable to meet children's learning and care needs consistently. Staff sat to supervise children as they played outdoors and only engaged with one child. Staff plan varied activities for children to use their early literacy skills. Children were keen to write in cards they were making.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding children compromise their safety and well-being. The provider does not ensure that staff provide clear messages about children's good health and hygiene. Staff do not support children's good health and understanding of good hygiene practice consistently. Although staff teach children to wash their hands in the sinks with soap and water after using the toilet, at snack time children all wash their hands in the same bowl of soapy water. The provider has not considered how she can support parents to help them provide children with healthy choices. In addition, staff do not help children consider healthy choices and allow them to eat sweet treats they have brought in from home.

p.4

Outcomes for children are inadequate

Weaknesses and inconsistencies in teaching and assessment have a negative impact on the progress that children make. They are not well prepared for the next steps in their learning. They do not receive quality adult interactions consistently, to challenge them in their learning.
