children and young people since the most recent full inspection
This home was judged good at the full inspection. At this interim inspection, Ofsted judges that it has improved effectiveness .
p.2
children and young people since the most recent full inspection
The home continues to provide a good service to young people. Placing social workers and families speak positively about the progress that young people make, and the care provided. Staff have good relationships with other professionals, and work proactively to ensure that young people fulfil their potential. An example of this is a young person making good progress in education following a long history of very poor attendance. Young people who have struggled in mainstream settings are provided with tailored education packages to ensure that as many barriers to learning as possible are removed. Staff have shown tenacity in prioritising this area of need, and advocating on behalf of a young person.

Consistency in staffing has provided young people with dependable, familiar care. This supports young people to form positive and trusting relationships with staff. Staff demonstrate skill in their communication with young people. This gives young people more opportunity to express how they feel, and to speak openly to staff once trusting relationships are established. Young people engage in direct work with staff on a broad range of subjects. This is recorded well, and provides an insight into how staff support young people to make safe choices, and develop their skills and confidence.
p.2
children and young people since the most recent full inspection
Young people are consulted on their care. They take part in regular young people’s meetings, and make a meaningful contribution.
p.2
children and young people since the most recent full inspection
All of the young people living in the home have been admitted since the full inspection. Admissions to the home are planned carefully, with careful consideration of the impact upon young people already living in the home. One social worker noted how well-managed a young person’s admission to the home had been and said, ‘The communication in the weeks prior to her admission was excellent.’
p.2
children and young people since the most recent full inspection
Staff plan well for young people moving on from the home. Some young people have moved on to other placements, and others have returned to the care of families. Transitions are consistent with young people’s care plans and managed appropriately. Staff manage behaviour effectively, providing young people with clear and consistent boundaries. Staff give consideration to how they promote positive behaviour, and any responses to negative behaviour are fair and proportionate. Physical intervention is rarely used to manage behaviour, and would only be used as a last resort to ensure the young person’s safety, or that of others. Incidents of physical intervention are recorded very clearly. Staff and young people have the opportunity to debrief and reflect on the incident.
p.2
children and young people since the most recent full inspection
Risk assessments and behaviour management plans are comprehensive, and they consider individual risks, strengths and vulnerabilities. Plans are regularly reviewed, and updated after any incidents or concerns that might change the level of risk. Staff manage incidents of missing-from-care appropriately, following multi-agency procedures. All staff have received training to recognise and respond to risks associated with child sexual exploitation. Staff work alongside specialist agencies to support vulnerable young people, and ensure that young people receive direct specialist support where needed.
p.3
children and young people since the most recent full inspection
A new registered manager is in post. She is suitably skilled and experienced, and demonstrates a sound understanding of the strengths and weaknesses of the home.
p.3
children and young people since the most recent full inspection
The two requirements made at the full inspection have been met, reflecting improved monitoring and quality assurance processes. The manager has introduced comprehensive checks to support staff to deliver safe and appropriate care, an example of which is medication checks. There is an increased focus on staff development and ensuring that they are appropriately skilled across a range of areas. The manager is supporting staff to develop a reflective approach to their work, utilising team meetings to focus on continually improving practice.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children’s homes: framework for inspection’.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children’s home. Inspectors considered the quality of work and the difference that adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
