This monitoring visit . This home was judged as requires improvement at the second full inspection on 19 September 2016. The interim inspection conducted on 25 January 2017 identified that the home had declined in effectiveness. This led to eight requirements and one recommendation. Three of the requirements were escalated to compliance notices relating to the protection of children, care planning, and the quality of the premises.
p.2
Inspector Jacqueline Malcolm
A monitoring visit conducted on 13 March 2017 reviewed progress in meeting the compliance notices. The visit identified a number of improvements. However, not all of the steps within some compliance notices had been met.
p.2

Following a serious allegation made against a peer by another peer within the home, a risk assessment has not been updated to reflect new known risks. This means staff members do not have up to date information and guidance to follow in order to reduce risks. There are no records to demonstrate that work has been completed with the young people and staff to raise their awareness about bullying behaviour. Without such records, the quality, timeliness and frequency of this work cannot be evaluated. As a result of these shortfalls, these aspects of this compliance notice are reinstated.
p.2
Inspector Jacqueline Malcolm
There are improvements in health and safety practice at the home, the staff team’s ability to protect children’s confidential data, and the quality of recordings relating to safeguarding concerns.
p.2

Impact risk assessments for new admissions do not demonstrate a consideration of the needs of existing children in the home. This aspect of this compliance notice is repeated. However, there are improvements in partnership working with external agencies and social workers, and the provision of training for staff in relation to children’s specific needs. Children’s care plans have been reviewed, and admissions to the home are in line with the statement of purpose.

The redecoration of the whole property has recently commenced. Previously identified health and safety hazards have been removed. Aspects of the environment have improved, although further work is required to reach a good standard throughout. This provides children with better quality and safe accommodation.
