children and young people since the most recent full inspection
At the last inspection, which was carried out in December 2016, two requirements and one recommendation were made. Fire records of all practice evacuation drills are now much improved in the recording of their effectiveness. Young people receive regular practice drills, with personal emergency evacuation plans in place for those who have been assessed as requiring additional assistance. The home’s location risk assessment contains details of the risk to the young people of extremism and radicalisation, and individual risk assessments are in place for each young person. The registered manager has attended training with the local authority around extremism and radicalisation, and the staff team all undertake online training. Overall, the staff team are well informed of local concerns and have good contact with the local police, if needed. The registered manager has also addressed the quality of record keeping, ensuring

that all hand-written records are legible. The staff team are given training in good record keeping. Young people continue to make good, and in some cases very good, progress in many areas of their lives. Soon after moving in they begin to trust the staff, who are consistent in applying boundaries. Staff are determined to support young people and ensure that they receive the correct education, care and support, including specialist health support. Current young people show clear progress in areas that include managing their behaviour and raising their self-esteem. Most achieve good school attendance rates in a short period of time. The registered manager will challenge eternal agencies to ensure that appropriate educational establishments are identified in a timely manner. The manager and the staff team want all young people to have full school or college attendance, and continue to work closely with a wide range of professionals to achieve this. The staff also

recognise how, for some young people, small improvements can indicate significant progress.

As a result of the good leadership, the experienced staff team, consistently applied behaviour management practices and effective strategies put in place, the number of serious incidents are low. Behaviours such as going missing have decreased due to the effective multi-professional agency working and the determination of professionals to avoid criminalising young people, wherever possible.

The home is settled and calm, which enables young people to continue to make good progress. The registered manager provides clear leadership. She is supportive of her staff team.

Safeguarding procedures continue to be of a very good standard. Staff receive training on the Prevent Duty, relating to radicalisation and extremism, and child sexual exploitation. As a result, the staff have a very good awareness and are confident in following procedures if any concerns are identified. This provides young people with the right support so that they can make good progress.
p.3

Young people smoking is an issue that the staff team are very aware of. Staff encourage and support the young people to seriously consider stopping, and provide access to professionals who can assist. Staff regularly discuss the effects of smoking with the young people with regard to short- and long-term physical and mental well-being. The application of sanctions has proved successful in preventing young people from smoking in their bedrooms, which had occurred on a small number of occasions.

Improvements to the areas monitored and the recording format of audits in relation to the administration of medication have resulted in a more focused approach. The system in place now enables the manager to quickly identify any gaps and actions required. In practice there are no concerns around medication procedures.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children's homes: framework for inspection’.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference that adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
